Position Summary & Responsibilities:
Position Summary:
This WinCPMS Administrator position is located in Topeka, at the Eisenhower State Office Building, and is within the Division of Program & Project Management. WinCPMS is a mission-critical information technology system which facilitates KDOT's project, program, production, and fund management, and the WinCPMS Administrator is the business and technical expert for agency data and reporting systems. This position is also the key resource for project and program reporting for the agency, project and program data in the Data Warehouse, and the Division's electronic files and Records Workflow Management. The WinCPMS Administrator works with others in development, quality control and quality assurance, and continued maintenance of the IKE Program website. This position also manages other Division employees who are responsible for project creation and scheduling within WinCPMS.
Job Responsibilities may include but are not limited to the following:
Provides technical support, serving as liaison between business users/managers and Bureau of Computer Services (BCS) technical support staff.
Coordinates, directs, and administers WinCPMS development, maintenance, modification, and enhancement activities in accordance with agency business practices, procedures, policies, goals, and objectives.
Plans, organizes, and develops documentation for both day-to-day users and managers regarding WinCPMS and the agency's project/program management practices, procedures, policies, goals, and objectives as they relate to WinCPMS.
Develops complex reports and analyzes data using the appropriate reporting language (e.g. Crystal, SQL, etc.) to provide project, program, funding, and expenditure-related information for WinCPMS users, KDOT managers, and executive staff.
Establishes and directs support for all agency operational units to implement project/program management practices, procedures, policies, goals, and objectives as they relate to WinCPMS use and project/program data and information.
Works on other special projects, issues, reports or emergencies as assigned.

Qualifications:
Minimum Qualifications:
Two years of experience in planning, organizing and directing the work of a department, program or agency.
Education may be substituted for experience as determined relevant by the agency.
Transcripts are required for education to be considered.
Three years of KDOT or related transportation industry experience.
Three or more years of experience with WinCPMS, SQL, AWP, Data Warehouse project, or similar experience.
Preferred Qualifications:
Experience in Microsoft Office (Word, Excel, Access).
Current or prior KDOT experience.
Experience with SQL and Crystal Reports.
Financial Experience, including cost analysis.
