RESIDENCY-

Candidates must have been legal residents of the following jurisdiction(s) for at least four months immediately preceding the date of the application:

Livingston County, or One of the following Counties: Allegany, Genesee, Monroe, Ontario, Steuben or Wyoming


The work involves responsibility for coordinating the development, implementation, and direction of the Women, Infants, and Children (WIC) Supplemental Food Program. This is an administrative position which provides liaison between the Livingston County Health Department and county-wide organizations to assist participants in making the most effective use of services. Work is performed in the office and in the field. Supervision is exercised over subordinate personnel. The work is performed under the general supervision of the Director of Community Health with allowance for the exercise of independent judgment in carrying out details of the work. A WIC Program Coordinator does related work as assigned.

Examples of Duties

Assists with preparation and administration of the annual program budget; Serves as a liaison to involved health professionals on such matters as specific nutritional need criteria, documentation, certification procedures and documentation, and the food delivery system; Assists with recruitment, orientation, supervision, scheduling, and evaluation of program staff; Assists WIC Program Nutritionists in designing the nutrition education component for program participants; Meets with community groups and agencies to promote the WIC Program; Conducts in-service training; Oversees procedures to guide individuals and families toward self-help in prevention of illness and recognition and solution of physical, emotional, and environmental health problems; Participates in planning to provide outreach to the community served by the WIC Program; Reviews, prepares, and maintains a variety of records and reports related to the work; Supervises the instruction of program participant and family in regard to diet and health care; Participates in State, Regional, and local conferences and meetings to keep current in the fields of nutrition and the WIC Program; Provides pertinent data to NYS Department of Health concerning program WIC components as required; and Performs other related duties as assigned.

FULL PERFORMANCE KNOWLEDGE, SKILLS, ABILITIES, AND PERSONAL CHARACTERISTICS

Thorough knowledge of administrative principles and practices; good knowledge of WIC program policies and regulations; good knowledge of the special needs and problems of program clients in relation to services provided by the program; working knowledge of accepted methods and techniques of community organization and service delivery; working knowledge of accepted practices and techniques of data collection and record keeping; ability to get along with others; ability to maintain confidentiality; ability to understand and follow complex oral and written instructions; ability to communicate effectively both orally and in writing; ability to counsel program participants relative to their nutritional needs; ability to plan, direct, supervise, and accept responsibility for the work of others; ability to establish and maintain cooperative relations with staff, clients, public, and other governmental and private agencies; ability to analyze, organize data, and prepare clear and accurate reports and budgets; physical condition commensurate with the demands of the position.

Training/Education





Possession of a Bachelor's [1], [2] degree in nutrition. None required.

General experience





None required. New York State registration as a Registered Dietitian Nutritionist (RD[3]/RDN[4]).

Supervisory experience





One year of experience in an employment supervisory role[5].

License/ Certification





Possession of a valid New York State driver's license.

SPECIAL QUALIFICATIONS

:

Applicants appointed under Option 2 must maintain appropriate professional licensure in good standing throughout employment. An appropriate driver's license must be maintained throughout employment. A driving record evidencing safe and responsible vehicle operation is required. Must authorize and execute any necessary releases to enable the appointing authority to verify licensure and driving history involving violations and/or crimes. Appointee is required to complete 12 hours of continuing education every year.

NOTE:

The appointing authority is responsible for verifying the appointee's license at appointment and throughout employment.

NOTE:

Qualifications mandated by 7 CFR 246.2 as interpreted by the NYS DOH in its WIC Program Manual 1460.

NOTE:

Livingston County residency is not a requirement for this position. However, Livingston County residents will be given preference in the hiring process.



SPECIAL NOTE:

This is a position in the non-competitive class. An appointee will attain permanent competitive status as a WIC Program Coordinator, without examination, upon the HELP Program ending and one year of service with satisfactory ratings.
