Job Summary:



Plans, directs, and administers the Department of Water's overall information technology system; oversees the development, analysis, implementation and maintenance of various systems, programs, and activities relative to the needs of the various divisions and functions of the department; and performs other related duties as required.

Plans, organizes, and directs the development and maintenance of the department's information technology systems and programs, which includes but is not limited to data processing, computer operations and programming, systems software and infrastructure, systems control and securities, network application, geographic information system (GIS), data base management, and end-user support services; Establishes and implements program short and long range goals and objectives, evaluates work to assess progress and implements changes as necessary; Develops and implements program policies and guidelines, including the establishment of the department's software and hardware standards to ensure compatibility; Develops, maintains, and implements operational guidelines in collaboration with Division Heads relative to their program areas; Meets with Division Heads regarding current system programs and program needs, reviews and analyzes department's data processing and computer systems and needs, reviews specifications for new applications as well as revisions to existing software applications, initiates studies and prepares report of recommendations; Prioritizes, schedules, and assigns projects for development and implementation; may participate in the design, development, modification, and implementation of systems or programs; reviews work in progress; provides technical support, direction, and coordination in software design and implementation work; supervises the integration of work into finished products; prepares reports on status of projects; Recommends the contracting of projects; participates in the procurement process, including the selection of consultants/vendors; monitors work to ensure compliance to contract provisions; Serves as technical resource and provides advice and assistance to departmental employees related to information technology matters that require substantial knowledge of computer systems and software applications; Maintains liaison with vendors and manufacturing firms to coordinate acquisition of computer hardware and software; Maintains liaison with departmental and County officials and representatives regarding information technology projects; Attends seminars, lectures, and presentations conducted by equipment manufacturers, governmental agencies, and contract organizations to keep abreast of changes in computer technology and systems techniques; determines the potential effect on current procedures and operations and implements changes as necessary; Plans and coordinates training programs for departmental employees; Assigns and reviews the work of subordinates; prepares job performance evaluations; recommends personnel actions including hiring, promotion, disciplinary actions, terminations; Prepares and justifies personnel and budget requests; Oversees the maintenance of records; Prepares various reports and correspondence; Enforces and complies with all Federal, State, and County laws, regulations and policies relating to occupational safety and health; May provide support for all vendor purchased software application systems and networking hardware; May participate in the operation and maintenance of all computer units, network, and peripherals within the Department; and Performs other related duties as assigned.

Minimum Qualifications:



Training and Experience:


A combination of education and experience substantially equivalent to graduation from an accredited college or university with a baccalaureate degree, and


four (4) years of specialized work experience; and one (1) year of supervisory work experience.
Qualifying Specialized Work Experience:


Professional work experience in IT which include work in the areas of user and systems requirements and analysis, applications development and maintenance, computer systems support, network design and maintenance, and/or data/database.


Qualifying Supervisory Work Experience:


Professional work experience which includes planning, directing, assigning, and reviewing the work of others; advising subordinates on difficult program areas; timing and scheduling subordinate work; and training and developing new employees.
