The City of Missouri City is seeking a dynamic and experienced Water Resources Planner to oversee the planning, development, and management of the city's water and wastewater systems. This leadership role ensures the safe, efficient, and sustainable delivery of water services to residents and businesses, while maintaining compliance with all local, state, and federal regulations.
Examples of Work

Lead and manage water and wastewater operations, including treatment, distribution, and infrastructure maintenance
Develop and implement strategic plans for water resource sustainability, conservation, and infrastructure upgrades
Supervise and mentor staff, including contract operators and technicians
Ensure compliance with Texas Commission on Environmental Quality (TCEQ) regulations and other applicable standards
Plan and work with staff to prepare and manage budgets, contracts, and capital improvement projects
Coordinate with engineering, environmental, and emergency management teams on water-related initiatives
Serve as the city's liaison with regulatory agencies, consultants, and community stakeholders
Respond to water-related emergencies and provide technical guidance during crisis situations
Monitor system performance and implement data-driven improvements
Write standard operating procedures and policies related to wet utilities and Public Works
Assist with the facilitation and management of change within the Division, Department, and Organization.
Perform other related duties as assigned;
Subject to 24-hour recall
Education, Experience, or Certification

Bachelor's degree in environmental science, Civil Engineering, Water Resources Management, or a related field OR Possession of a Class B license or higher in Water or Wastewater issued by the Texas Commission on Environmental Quality (TCEQ).
Required Qualifications
5 years of experience in water or wastewater management
Knowledge of Microsoft Office
Preferred Qualifications
Class A license in Water or Wastewater (TCEQ)
Strong knowledge of GIS, SCADA systems, and asset management software
Proven leadership and project management skills
Excellent communication and stakeholder engagement abilities
