Job Description

I. Position Overview:



The Vice President for Clinical Services position is a tertiary and non-fiduciary officer's role within the corporation that has explicit responsibility and authority to manage all FRBH clinical treatment services in the best interest of consumers. The position is full-time and exempt from Wage and Hour Regulations with a flexible 40 hour per week schedule. S/he is charged with the planning and service delivery oversight of FRBH clinical programming, under the advice and consent of the CEO. S/he assists the CEO in implementing and representing the personnel policies and practices of the corporation. S/he serves as a member of the Corporate Leadership Council and as a primary advisor to the CEO, who is his/her direct supervisor.




II.

Major Tasks / Responsibilities

A: Program Planning and Review Responsibilities



1. Analyzes FRBH consumer needs with intent to provide clinical programming options for those needs.



2. Reviews, analyzes, and distributes empirically-influenced information to impact clinical programming excellence.



3. Ensures clinical programming does not conflict with Federal, State, and local mandates for service.



4. Analyzes space and facility requirements necessary to implement clinical programs.



5. Designates clinical roles and duties necessary to implement programming options.



6. Provides clinical input for the Annual Plan and Budget.



7. Establishes reasonable goals and objectives for clinical programs.



8. Evaluates the effectiveness of clinical programming, recommending modifications as appropriate.



9. Oversees FRBH programming and activities that are intended to be "preventative".


10. Participates in the development and implementation of operational policies, administrative procedures, and record keeping practices.



11. Participates in monitoring visits by external entities as assigned.





B: Service Delivery Oversight Responsibilities



1. Ensures that all providers of treatment services are availed of appropriate clinical supervision.



2. Provides clinical supervision to Division Directors, Site Administrators, Program Managers, or others as deemed appropriate to insure ethical and professional quality in service delivery.



3. Provides administrative supervision to assigned Division Directors, Site Administrators, Program Managers, or others as deemed appropriate to insure proper site/program management.



4. Co-chairs (along with the other Vice Presidents) periodic meetings for site and program administrative personnel in order to communicate policies, procedures, protocols, practices, or other relevant issues.



5. Oversees productive resolutions to consumer complaints when such are not managed at the local level.


6. Reviews clinical service delivery related expense requests for feasibility and appropriateness.



7. Reviews and approves space and facility configurations at local sites/programs.



8. Ensures that appropriate personnel are assigned to attend and represent FRBH on all clinically relevant State and local councils, committees, taskforces, etc.



9. Negotiates and monitors, as appropriate, contracts with non-employees or sub-contractors to meet clinical programming needs.


10. Assists in data submission requirements established by external entities.





C: Personnel Responsibilities



1. Designates evaluators in the pre-interview evaluation process regarding applicants for clinically relevant positions.



2. Approves assignment of individuals to duties and roles that are clinical in nature.



3. Analyzes staff training and development needs and makes such known to the staff person in charge of training opportunities.



4. Participates in staff training and development activities as appropriate.



5. Conducts personnel activities as expected for proper supervision and oversight of subordinate staff members.



6. Reviews personnel actions and recommendations of subordinate supervisors to evaluate appropriateness.


7. Assists the CEO as a tertiary "designee" for purposes of expediting personnel actions.





D: Miscellaneous Responsibilities



1. Meets productivity standards as assigned.


2. Serves as primary clinical resource to the FRBH Quality Utilization and Review Committee.



3. Represents FRBH to the media and to community leaders as assigned.



4. Participates in the application for grant opportunities that advance the mission of the corporation as assigned.



5. Develops and prepares special reports as assigned.



6. Provides well-grounded advice to the CEO, both proactively and reactively.



7. Accepts other duties as assigned.

I.

Minimum Qualifications

A. A master's degree in psychology, social work, counseling or other behavioral health discipline



B. Must possess an independent practice credential in a recognized mental health discipline under KRS.


C. Seven (7) years service delivery experience in a community behavioral health setting.


D. Three (3) years supervisory experience in a community behavioral health setting.



E. Must have a valid driver's license and insurable driving record.



F. Must have references which report excellent skills in writing, exercising good judgment, and tact in dealing with consumers and staff members.



G. Must pass all required background checks.
