The Utah State Tax Commission's Property & Misc. Area is looking for a skilled and motivated individual to join the Centrally Assessed Division as a Valuation Analyst.



This is a working-level position for new hires, Appraiser Trainees, and Licensed Appraisers where incumbents work during the first assessment cycle under close supervision and under the direction of a Certified General Appraiser while receiving on-the-job training.



Job Duties



Under the direction of a Certified General Appraiser, the Valuation Analyst will appraise and audit natural resource, utility, telecommunications, and/or transportation companies. Some typical job duties include:

Conducting on-site reviews and inspections of businesses Reviewing and analyzing financial data; Performing statistical analysis; Conducting audits and writing detailed audit reports; Assisting with the yearly property tax assessment of centrally assessed properties; Working with and maintaining good working relationships with county officials and their staff; Participating in the centrally assessed property tax appeals process, including preparing narrative appraisals and testifying as an expert witness for administrative and/or court appeal hearings; Assisting in the development of discount and capitalization rates; Other duties as assigned.


Minimum Requirements



The best qualified candidate for this position will have:Bachelor's degree in Accounting, Finance, Economics, Geoscience, Mathematics, or Chemical Engineering, or Master's degree in Business, Geoscience, Mathematics, or Chemical Engineering.

Real Estate Appraisal License Requirement



The successful candidate must obtain and maintain a Utah Real Estate Appraisal License as follows:Become a Registered Trainee Appraiser within six (6) months of hire; Submit appraisal licensing application to the Division of Real Estate within 2 years of becoming a Registered Trainee; Pass the appraisal licensing exam and submit final paperwork to the Division of Real Estate within 1 year of receiving approval to take the exam; Maintain appraisal license and Tax Commission ad valorem appraisal designation in good standing.


Remote/Hybrid



This position will be remote. In office days are required as directed by management when necessary (meeting with taxpayers, appeals, specialized training etc.)




Salary



Starting salary will be

$29.87

hourly

, or per DHRM rules on transfers or promotions. Salary increases may be available upon the successful completion of a probationary period and the receipt of certain real estate appraisal licenses through the Utah Division of Real Estate.

Working Conditions



Risks found in the typical office setting, which is adequately lighted, heated and ventilated, e.g., safe use of office equipment, avoiding trips and falls, observing fire regulations, etc. Risks associated with travel include being around large machinery and equipment; potential hazardous gases; potential loud noises, etc.

Physical Requirements

Typically, the employee may sit comfortably to perform the work; however, there may be some walking; standing; bending; carrying light items; driving an automobile, etc. Special physical demands are not required to perform the work. While traveling, the employee may need to walk extensively outdoors; be around large machinery and equipment; and potentially change a flat tire, etc.

Other Requirements

Personal tax filings and vehicle registration must be current and complete. A conditional offer of employment will be made pending a satisfactory completion of a FBI level background investigation. For transfers or promotions, DHRM Rules apply * If working at a location other than in a state office, this position requires the employee to provide internet service that is of sufficient speed to support all work-related applications, systems, and devices.
