Summary

This is a technical support position involved in assisting in the operation and maintenance of facilities and infrastructure within the department. This position is under the direct supervision of the Right of Way Supervisor and/or his/her designee.

Maintain, inspect, and clean facilities and infrastructure


Perform technical reviews of plans, specifications and permit applications for proposed facilities and access within County road rights-of-way and jurisdictions, attend pre-construction conferences. Approve and issue permits, special transport permits and computes appropriate fees. Coordinate projects and inspection activities with contractors, public utilities, governmental agencies and other County departments. Perform field inspections during and after construction to ensure compliance with County specifications, and ensure traffic control and public safety around construction sites. Review and evaluate required material test data; identify areas of non-compliance with construction criteria; approve changes to plans; develop recommended remedial actions based on findings. Consult with and provide assistance, advice and interpretation to the public, to contractors, and to utility agencies regarding County specifications and concerns. Also investigate and recommend action for public complaints on issues within public right-of-way or within public drainage ways. Maintain accurate records pertaining to permits and inspections. Provide inspection information and reports to various organizations. Assist Right-of-Way Coordinator in compiling information for right-of way, widths, lengths and traffic services. (This may include various traffic duties, i.e. sign installations, repairs, traffic counts and etc.) Complete daily inspection and maintain area around lift stations and sewage treatment ponds; repair any necessary equipment (e.g., pumps, motors). Area maintenance may include mowing, weeding, removing snow, and collecting trash/debris. Maintain and clean lift stations, floats, and open pits; may require the use of tools. Respond to equipment alarm systems. Conducts State required tests at sewage treatment ponds as required. Perform inspections including sanitarian and road easement inspections. Issue septic system, road rights of way and access permits.

Complete additional support functions for the unit


Assist in preparing updates and revisions of County regulations and criteria regarding road and bridge permits. Assist Right-of Way Manager with review and implementation of engineering testing, reports, and coordination of utility relocation in road construction. Interact with customers and the public and provide assistance and information. Maintains awareness of safety policies and procedures to ensure a safe work environment, including properly wearing and using safety equipment. Assist other department employees as needed.

Excellent verbal and written English language skills. Excellent interpersonal skills. Proficient in basic computer systems and software (e.g., email, timekeeping software, work order inputs Ability to apply basic mathematical skills. Ability to use basic hand tools. Knowledge of the Manual of Uniform Traffic Control Devices (MUTCD) Knowledge of gas, water, sewer, communication lines...etc. Knowledge of operation of treatment lagoons and lift stations. Knowledge of use of general construction hand tools. Valid Driver's License Ability to obtain CPR and First Aid certifications Ability to obtain Defensive Driving certificate Waste water treatment class 1 certification - obtain within 12 months of hire Occasional overtime Occasional travel Subject to call out Regular and reliable attendance onsite
