This position is located in Holly Springs, N.C.

The Town of Holly Springs is searching for a Collections Crew Leader to serve in the Water Resources Division. This position is responsible for leading, coordinating, and supporting the operations of the sanitary sewer collections group by serving as a field crew leader. Responsibilities will include: (1) Coordinating with team members to ensure that the essential functions of the sanitary sewer collections group are being completed accurately, safely, efficiently, and within applicable federal, state, and local guidelines; (2) Assisting in communications with internal and external partners and hands-on operational leadership; and (3) Assisting with the development and implementation of operations and maintenance procedures.



The work schedule is business hours with evenings, weekends, and on-call rotation. The starting annual salary is

$54,620.25 (Grade G).



This position is considered essential during inclement weather and emergencies.

ESSENTIAL FUNCTIONS





The following duties are normal for this position. These are not to be construed as exclusive or all-inclusive. To perform this job successfully, an individual must be able to perform each duty satisfactorily. Other duties may be required and assigned.

1.Coordinates with team members to ensure that the essential functions of the sanitary sewer collections group are being completed accurately, safely, efficiently and within applicable federal, state, and local regulations and guidelines.

2.Assists in communication with internal and external partners and hands-on operational leadership.

3.Delivers excellent customer experiences in all interactions with internal and external customers.

4.Serves as team lead in the field and when Collections Supervisor is unavailable.

5.Schedules, coordinates, and participates in inspection and cleaning of the sanitary sewer collections system to identify hazards and minimize disruption of service due to pipe blockages.

6.Schedules, coordinates, and participates in mowing and maintenance of sanitary sewer easements to maintain accessibility to publicly maintained infrastructure.

7.Responds to sanitary sewer overflows and assists in repair, mitigation, and reporting to state and local agencies.

8.Responds to customer inquiries. Fulfills CityWorks requests within the required timeframe.

9.Ensures all activities are carried out in a safe manner; adheres to all safety regulations; ensures all regulations pertaining to the safe use of equipment are understood and followed.

10.Reports any issues with sanitary sewer collections system immediately to Collections Supervisor and/or Utilities Manager.

11.Reports all accidents to the appropriate authority. Follows all policies for reporting.

12.Creates all appropriate documentation and reporting. Maintains daily work records.

13.Provides backup assistance to other department personnel as needed.

14.Reports to work for after hour needs, as assigned.

15.Other duties as assigned.



KNOWLEDGE SKILLS AND ABILITIES





Thorough knowledge of the Town's utility systems. General knowledge of utility line construction and construction techniques. General knowledge of utility infrastructure installation and function. Knowledge of the occupational hazards of the work and necessary safety precautions. Knowledge of traffic safety principles. Knowledge of utility markings and clearances and rules for safe equipment operation in close proximity to underground and overhead utility facilities. Knowledge of construction industry safety rules and ability to utilize all Personal Protective Equipment (PPE) necessary. Ability to read and understand grade and alignment stakes set by others. Ability to safely load, unload, and transport equipment to and from job sites. Knowledge of care and use of equipment and tools utilized in the performance of department functions. Working knowledge of occupational hazards (OSHA) and safe work practices. Ability to understand and follow oral and written instructions. Skill in organizational and time management to prioritize duties to accomplish a high volume of work product while adapting to constant changes in priority. Ability to understand and effectively carry out local policies and procedures; written instructions, general correspondence, and federal, state, and local regulations. Ability to perform detailed work accurately and independently in compliance with stringent time limits with minimal direction and supervision. Ability to prepare and maintain accurate and concise records and reports consistent with the position. Ability to communicate clearly, concisely and effectively in English with staff, administration, and the public in both written and verbal form. Ability to define problems, exercise sound judgment, and address a variety of situations. Ability to think quickly, maintain self-control, and adapt to stressful situations. Ability to maintain professionalism at all times. Ability to work as a member of a team. Ability to establish and maintain effective working relationships with others. Ability to perform mathematical calculations required of this position. Ability to work the allocated hours of the position and ability to work flexible hours to include evenings, nights, weekends and holidays due to adverse weather conditions, construction projects, or other emergency service.

?This work requires the occasional exertion of up to 100 pounds of force; requires strenuous manual labor including, but not limited to digging, shoveling, sweeping, raking, hauling, crawling, bending, lifting, pushing, pulling, twisting, and climbing.

?Work performed may require walking or standing to a significant degree on rough terrain or may involve sitting for long periods with pushing and pulling of arm and/or leg controls.

?Work has standard vision requirements.

?Vocal communication is required for expressing or exchanging ideas by means of the spoken word.

?Hearing is required to perceive information at normal spoken word levels.

?Duties are performed daily both in and outdoors under all weather conditions and include exposure to inclement weather, noise, heavy traffic conditions, and exhaust fumes.



MINIMUM REQUIRED QUALIFICATIONS



High school diploma or equivalent. Five (5) years of experience in utility maintenance combined with two (2) years of experience in general construction, maintenance, or related field.


PREFERRED QUALIFICATIONS



Three to five years supervisory experience Five years of sanitary sewer collection system experience Collections III certification


OTHER REQUIREMENTS



Must possess a valid North Carolina Commercial Driver's license Class A or B. * Must successfully complete background and drug screen process.
