About the Position
The Utility Construction Compliance Specialist plays a key role in ensuring the safety, reliability, and integrity of the City's utility systems. Under direction, this position examines and evaluates utility construction and maintenance work for full compliance with engineering plans, specifications, codes, and established City standards. The role includes reviewing and interpreting plans, conducting on-site inspections at various stages of construction, performing field investigations, and reviewing Underground Survey Alerts to support safe and coordinated project activities.
This field-focused and collaborative position works closely with contractors, City departments, outside agencies, and community groups, while also providing accurate field markings for underground utility lines and assisting in the development of project plans and specifications. Ideal candidates bring hands-on experience in utility construction, maintenance, survey work, and compliance, along with strong technical judgment, communication skills, and the ability to build effective working relationships.

Reviews utility systems and facilities plans and specifications for contracted construction and maintenance work; participates in plan and specification development.
Examines and evaluates utility systems and facilities construction and maintenance work for conformance with engineering specifications and established standards; observes work in various stages of progress to ensure compliance.
Consults with, coordinates and monitors the work of contractors.
Reviews various plans, specifications, and reports, such as Underground Survey Alerts, and distributes to other divisions, departments, agencies or groups as warranted; ensures other departments, agencies and companies operations are not in conflict with City utility lines and facilities.
Advises interested parties including other City departments, citizens, private construction contractors, of City utility lines and facilities locations; makes field markings indicating underground City utility lines and facilities locations.
Examines various City utility facilities and performs/coordinates maintenance functions; performs and coordinates test of various scheduled equipment such as rubber glove sleeve, hot stick, and gas detectors. testing.
Maintains all related records and prepares various reports and summaries.
Performs field investigations; coordinates and assists with utility systems and facilities and related operational projects.

Education/Experience

Education: Graduation from high school.
Experience: Three years of utility systems construction and maintenance experience including survey and compliance work.
Knowledge
Knowledge of the principles and practices of utility systems and facilities construction and maintenance; methods, materials, equipment and tools used in construction and maintenance of utility systems and facilities; policies and regulations governing the construction and maintenance of utility systems and facilities; safe work practices and procedures.
Ability
Ability to effectively examine and evaluate utility systems and facilities construction and maintenance work for conformance to plans and specifications and established standards; review and interpret applicable plans and specifications; interpret and apply related codes, ordinances and regulations; participate in plan and specification development; coordinate the work of contractors; establish and maintain accurate records; communicate effectively; establish and maintain effective working relationships with employees, other departments and agencies, and the general public.

Possession of a valid Class A State of California Driver's License (or possession of a valid Class license at the time of employment and the ability to obtain Class A within six months of employment: and a satisfactory driving record as a condition of initial and continued employment. Employees in positions requiring Class A license are subject to provisions of the Department of Transportation's drug and alcohol testing program.
SELECTION PROCESS:
The examination process may include an application and supplemental questionnaire evaluation, a written exam, a performance exam, and/or an oral interview. The examination process may test for, but is not limited to, the essential knowledge and abilities listed in the job specification and announcement and will be designed to provide a comprehensive review of each candidate's technical knowledge and overall suitability for the position. Candidates passing all components of the examination process will be placed on an Eligible List. A list of names is certified to the department(s) having vacancies based on the type of examination conducted pursuant to the provision of the City's Civil Service Rules. Final selection will be made from the Eligible List by the Department Head subject to approval by the City Manager. The Department Head may utilize additional selection procedures to make a final hiring decision. Placement on an Eligible List does not guarantee employment. Prior to appointment, a thorough reference check will be conducted which may include a credit check and background. The selection process may be evaluated and revised based on the number of qualified applicants.
