The

Chief Utility Operator

is entrusted to assist the Village administrator with the oversight of the Village's critical infrastructure, including its water distribution and treatment facilities, wastewater collection and treatment operations, and stormwater management systems. This full-time leadership role involves leading a dedicated team of utility professionals, ensuring unwavering adherence to all regulatory standards, and strategically driving initiatives for the enhancement of utility services.

Essential Duties and Responsibilities

Direct, and coordinate daily operations of water, wastewater, and stormwater systems. Maintain all records and complete OEPA testing, sampling, and reporting. Serve as operator of record for water and wastewater facilities. Ensure compliance with all federal, state, and local regulations. Develop and implement safety and training programs for staff. Prepare and monitor divisional budgets; manage purchasing and inventory. Investigate and resolve citizen complaints and service issues. Oversee projects, including infrastructure rehabilitation and new development. Coordinate with other departments and external agencies. Maintain accurate utility records, files, and documentation (including GIS data). Prepare and submit required reports to regulatory authorities. Participate in on-call rotation and respond to emergencies as needed.

Qualifications

Five (5) years of utility experience, including supervisory responsibilities. Knowledge of water/wastewater treatment equipment, processes, and regulatory standards. Experience with SCADA systems and water quality testing. Strong leadership, communication, and organizational skills. Ability to interpret technical documents, blueprints, and regulatory reports. Proficiency with computer programs (Excel, Word, GIS preferred).

Licensure/Certification Requirements

OEPA Class II or III Wastewater Treatment Operator's License. OEPA Class I Water Treatment License (minimum). Valid Ohio Driver's License; must maintain insurability under the Village's policy.

Physical Demands & Working Conditions

Ability to work in office and field environments, including exposure to varying weather, noise, and hazards. Must be able to lift up to 30 pounds and perform physical tasks as needed. (See details below)

Compensation & Benefits

Salary: $80,000-$125,000, commensurate with experience. Benefits package per Village policy.
