The Maine Public Utilities Commission (MPUC) plays a critical role in shaping the state's energy future. Our Administrative Division is currently seeking a dynamic and analytical professional to join our team as a Utility Analyst.
Position Overview
As a Utility Analyst, you will serve as the lead expert and project coordinator for the Commission's
Case Management System (CMS)
and related administrative technologies. This is a high-impact role that bridges technology, policy, and public service.
You will support internal teams, external stakeholders, and state agencies by managing system functionality, resolving technical issues, leading upgrades, and guiding future enhancements. The role also involves
project management

IT liaison functions

supporting major technology infrastructure initiatives
at the Commission.
Key Responsibilities
Serve as the primary point of contact for CMS inquiries from Commission staff, developers, legislators, and the public.
Identify and troubleshoot system issues; collaborate with MaineIT developers to propose and implement solutions.
Evaluate the feasibility of new feature requests and draft functional requirements.
Conduct rigorous pre-production testing for all CMS changes and updates.
Manage the CMS Steering Committee priorities, balancing regulatory deadlines and operational needs.
Oversee and participate in major agency-wide projects (e.g., software implementations, office moves, equipment rollouts).
Draft technical documentation such as RFPs, specifications, summaries, and contracts.
Support and coordinate upgrades to audio/visual systems and related software (streaming, encoding, transcription).
Act as the Commission's liaison with MaineIT--submit and track service tickets, follow up on issues, and attend monthly planning meetings.
Provide first-level technical support and helpdesk coordination for internal staff.
