This position performs tax related functions, utility billing functions, and related account support for the department, and issues various licenses while providing exemplary customer service to members of the public.
Maintains and updates database systems in one or more areas which may include utility accounts, real, personal property taxes, and public utility taxes, along with various licenses for businesses, vendors or others.
Prepares financial documents, which may include TVA reports, sales tax reports, and other required State and Federal reports.
Conducts targeted internal reviews of existing databases to ensure quality, consistency and compliance with state and federal law, contractual obligations and internal policy.
Performs utility related tasks, including establishing new accounts, processing billing or reviewing error sheets. Ensures utility reading information is accurate to prepare customer billing.
Performs tax related tasks, including pick-ups, deletions, tax assessment changes, refunds, credit transfers, tax and penalty adjustments.
Performs people and business searches and makes customer contacts to aid in collection of overdue utility or tax accounts.
Assists with performing background checks, and reference checks for the issuance of City permits.
Negotiates payment settlements with customers and recommends waiving customer penalties when applicable.
Communicates with customers on returned checks, bank drafts, and ineligible credit cards. Resolves issues to ensure proper payment is made.
Creates new accounts for customers, including reviews information for past bad debts, conducting credit checks, and sets and obtains deposits or other preservice payments required by policy.
Prepares list of accounts for disconnection due to non-payment.
Verifies and mails refund checks.
Monitors payment agreements, budget billing, medical tags and commercial deposit requirements.
Reviews bankruptcy notifications and files claims to ensure City's interest are represented.
Aids customers in obtaining city licenses, including obtaining necessary data and paperwork, performing background and credit worthiness checks, and determining and obtaining payments as may be required before service is provided.
Aids license holders in understanding and resolving problems that may arise as a function of their City or State issues licenses.
Compiles and analyzes data, statistics and other information from City departments and/or outside sources regarding utilities, billing, and taxes; develops or updates reports, spreadsheets and/or data bases and provides information to various City departments or appropriate individuals.
Assists in providing information on property assessments and taxes due.
Identifies software issues and tests resolutions; serves as a liaison with the information systems department.
Receives customer complaints that cannot be resolved by Customer Service Representatives
Compiles and analyses cash receipts, verifying accuracy of all transactions on a continual basis seeking evidence of fraud or incompetence.
May perform meter audits and work with Utility Services Technician and others to ensure meter accuracy.
Provides backup to customer service on phone or at window as needed.
