Job Description


Reporting directly to the SVP-CIO Government Business, we are looking for a passionate, innovative, mission-based leader to lead through a transformational journey in bringing market-differentiating capabilities to life in our Medicare Advantage space. Working closely with the Government SVP-CIO and leveraging technology and a transformational skillset, this leader will provide strategic and technical leadership for delivering business capabilities while driving thought leadership and innovation with business partners and our senior stakeholders.

Core responsibilities include:

  • The technology leader is critical to deliver upon an aggressive strategic roadmap (MA Road to 2025) and building out an ongoing operational model.
  • Lead a cross-functional team (employees, partners) comprised of Engineering, Services and Prod Support functions and ensure diverse, highly engaged and performing talent and an optimized structure with a focus on developing skills, capabilities, leaders and operating mechanisms that will drive horizontal innovation and successfully deliver on strategic priorities.
  • Responsible for identification, design, development, implementation and maintenance of information systems for diverse users, platforms, computing environment, (e.g., host based, distributed systems, client server), technologies (e.g., interactive online systems, internet/intranet, and world wide web) software, hardware and tools.
  • Negotiates and monitors vendor contracts.Responsible for managing program budget across multiple functional areas.
  • Leverage a deep understanding of the healthcare landscape, our enterprise strategy and emerging technologies to partner closely with the business to procure, create, and deliver new solutions by helping partners to see the art-of-the-possible and influencing the change needed to execute and deliver successfully- inclusive of driving decisions relative to strategy, approach, operating models, cohesive vision and purpose, prioritization, resources, trade-offs, investments and funding.
  • This role requires a leader to build key relationships across the Government business lines and the Enterprise to in order to align and provide horizontal shared services across the Government business lines; also acts as a primary partner to enterprise architecture on significant strategic growth investments. Become a trusted advisor to the business and technology matrix partners.
  • Attract, recruit, manage, develop, and retain talented team members. This includes both hiring and growing employees as well as effective use of consultants or vendor partnerships.

CRITICAL TECHNOLOGY COMPENTENCIES
  • Must be solution-oriented and business-minded with significant practical experience in building, delivering, and supporting technology systems to meet near term business and growth commitments for Government business while simultaneously developing future capability to create optionality across the enterprise.
  • Experienced in operating in an Agile methodology and environment
  • Experienced with evaluating emerging technologies and recommending potential partnerships that provide efficiencies and competitive advantage
  • Experienced with developing reusable assets such as prototypes, POCs, and MVPs that contribute to organizational effectiveness and efficiency
  • Deep knowledge of service-oriented and event-driven architectures
  • Hands-on experience in cloud engineering and cloud-native design across multiple cloud platforms
  • Well-versed in API development and management
  • Demonstrated ability building highly performant and robust technology solutions
  • Experienced with industry standard programming languages, operating systems, application development frameworks, monitoring tools, and CI/CT/CD tools
  • Deep understanding of non-functional requirements and their importance to solution design
QUALIFITICATIONS
  • Bachelor\'s degree.Master\'s degree is preferred.
  • Minimum 15 years in technology leadership with significant healthcare experience
  • Experience in a wide variety of information technology disciplines.
  • Visionary, innovative, and strategic thought leader with transformational experience who can align and inspire teams to execute successfully
  • Proven ability to prioritize investment decisions relative to future strategy while effectively managing cost in the near term.
  • Ability to leverage deep understanding of healthcare landscape to drive strategic outcomes inclusive of building & procuring new capabilities and recommending partnerships, M/A, etc.
  • Ability to communicate highly technical concepts in non-technical terms to influence stakeholders, vendors, and clients.
  • Aptitude and interest to learn new and emerging business and technologies.
  • Ability to manage vendors effectively.

Must be a current contractor with Cigna, Express Scripts, or Evernorth. Evernorth is a new business within the Cigna Corporation.

For this position, we anticipate offering an annual salary of 189,300 - 315,500 USD / yearly, depending on relevant factors, including experience and geographic location.

This role is also anticipated to be eligible to participate in an annual bonus and long term incentive plan.
