Job Duties:
This project will give the intern a better understanding of how the N.C. Department of Public Safety, N.C. Emergency Management (NCEM) and state government utilize geographic information systems (GIS) to track spatial data for the locations of buildings and structures in NC.
NCEM's original building footprint dataset was created in 2010 but almost a million buildings have been created, modified or removed since. NCEM has a composite building footprint dataset for the 2023 region that has over a million polygons that we need to Quality control.
The intern(s) will assist the GIS section with the collection, creation, deletion, and quality control of geospatial date, using ArcGIS Pro. The focus area for this project will be 23 counties in the southwest part of NC that have 2023 aerial photography. The resulting information will be used by NCEM to mitigate and respond to natural disasters like floods. It will also be shown on the FRIS.nc.gov website to help citizens make accurate flood determinations.
Major Task to be Performed:
Duties include reviewing aerial imagery and confirming the mapping of building footprints. Editing the NC Statewide building footprint dataset is the main focus of this project. Utilize orthophotography and reference data to create/edit/modify spatial building footprint polygons for new structures. Work with EM's GIS section to improve building data analysis and attribution within the existing Risk database schema.
Final Product or Outcome Anticipated: The interns will gain around 400 hours of hands on experience editing data and features in ArcGIS Pro Desktop (Geographic Information System) software. They will also learn to run python scripts that automatically populate database attributes.
Academic Majors Desired: Rising second- or third-year law students.
2026 State of North Carolina Internship Period: Monday, May 18 - Friday, July 24, 2026
Knowledge, Skills and Abilities / Competencies:
GIS, Geographic Information Systems, Natural Resources, Geography, Urban Planning, Design, Data Analytics, Emergency Management, anything IT or computers, Environmental Science, Computer Science or related field.
Minimum Education and Experience Requirements:

  • An applicant must be a permanent North Carolina resident attending a college, university, law school, community college or technical institute in North Carolina or a North Carolina resident attending an equivalent institution out of state.
  • Applicants must carry a 2.5 or greater overall grade point average on a 4.0 scale.
  • Applicant must be a high school graduate and at least 18 years old by January 1, 2026.
  • Applicants must be continuing their education in the fall following their participation in the program.
  • To qualify for a law internship, applicants must have completed at least one year of law school before the beginning of the internship, unless other majors are listed.
  • Students having previously held paid internships with this program are not eligible to apply.
  • Applicants must be willing and able to work full-time for the entire 10-week internship. Applicants must be able to provide legal proof of identity and work authorization within three working days of employment.
This position will close at 11:59 p.m. the night before the end date.
