As a member of the Operations Department, and under the supervision of the Operations
Supervisor, performs a variety of duties involved in the operation and maintenance of all pumping plants, water distribution facilities, spreading basin operations, and well field operations. In addition, the Unit Chief participates in the Operations Department activities as needed as well as other District duties he/she may be asked to perform.
The Unit Chief provides the principal contact that landowners and water users have with the
District, and, as such, the importance of a positive impression cannot be overstated in carrying out the policies of the District as directed by the Engineer-Manager.
The Unit Chief plays a key role in the exchange of information within the District. Accuracy, promptness, courteousness, and a positive attitude are necessary for dealing with landowners, water users, and fellow District employees.
TYPICAL TASKS
1. Monitors, operates, and cleans pumping plants.
2. Implements power and water pumping schedules to accommodate water delivery demands.
3. Operates manual or computer-controlled pumping plants and troubleshoots malfunctions.
4. Responds to emergencies with regard to the operations of the various pumping plants and turnouts under his/her responsibility.
5. Drains and primes pipelines.
6. Responds to water user inquiries and complaints and advises water users of policies, rules, and procedures.
7. Monitors water application with respect to land eligibility, runoff, tailwater control, and domestic water use.
8. Reads, records, maintains, and replaces water meters. Maintains turnouts and replaces valves.
9. Checks meter readings to insure that ordered flow and meter readings are consistent with the indicated flow.
10. Performs record keeping tasks such as maintaining and updating meters and meter logs, initiates water delivery, facilitates trouble reports when appropriate, records data from flow meters and pumping units, and records power meter readings.
11. Routine patrol of canal and spreading basins, including the operation of maintaining water levels at check gates and the Balancing Reservoir.
12. Starts and stops District owned wells.
13. Performs general maintenance, aquatic, and vegetative weed control on and around distribution and drainage system facilities including cleaning debris from trash racks.
14. Maintains surveillance of District property and keep unauthorized people out.
15. Maintains assigned vehicles, tools, and safety equipment, excluding mechanical repair.
16. Takes weather readings on weekends and holidays.
17. All other duties as assigned.
DESIRABLE EDUCATION AND EXPERIENCE QUALIFICATIONS
EDUCATION:
Graduation from High School or G.E.D. Certificate.
EXPERIENCE:
Two (2) years experience in District operations as well as written and verbal communications skills.
KNOWLEDGE AND ABILITIES
Knowledge:
1. Interpret and apply the District's "Rules and Regulations for the Distribution of
Water."
2. Methods and equipment used in the operation of canals, pumps, controls, pipelines, spreading ponds, well fields and related structures.
3. Water control and methodology of remedying delivery problems related to District water distribution facilities.
4. Operation and maintenance of various types of water meters, manuals, and automatic pumping plant equipment.
Abilities:
1. Work cooperatively with fellow District employees.
2. Effectively communicate with landowners, water users, and the public in general.
3. Exercise good judgment and initiative.
4. Be accurate, thorough, and neat, and able to meet schedules and deadlines.
5. Make arithmetic calculations.
6. Work with a minimum of supervision.
PHYSICAL ABILITIES
The physical demands described here are representative of those that must be met by an employee to successfully perform the essential functions of this job:
The employee must be able to climb or balance stationary ladders up to and including 100 feet in height.
The employee must regularly lift and/or move up to 20 pounds, frequently lift and/or move up to 50 pounds, and occasionally lift and/or move up to 100 pounds
(i.e. sandbags, valves, pipes, etc.).
The employee must be able to bend, stoop, kneel, and occasionally crouch or crawl in confined spaces.
The employee must regularly drive a District vehicle and maintain a valid Class C
California Driver's License and acceptable driving record.
Walk on uneven or wet or slippery ground including ground, which may contain a few easily avoidable obstacles.
Perform physical work in all kinds of weather.
Specific vision abilities required by this job include close vision, distance vision, and depth perception.
A pre-employment job related physical exam and drug screen is mandatory as well as a valid,
Class C California Driver's License and an acceptable DMV record.
WORKING CONDITIONS
Wages - Please refer to current Non-Exempt Employee Wage Schedule
Hours - Twelve (12) hour shifts, 0530 to 1800, or 1730 to 0600 hours (includes 30 minutes for lunch), 84 hours per two week pay period; on a two day on/two off schedule.
Must fill-in for relief shift, and be willing to work up to ten (10) consecutive days.
Vacation - Scheduling for vacation will be done in accordance with the District's Employment
Policy.
May be required to work unscheduled "call outs" and overtime as the District's needs may require.
Fair Labor Standards Act - Non-exempt.
