COMPENSATION:

$60,382.40 - $64,542.40/yr. DOE

This position requires the employee to work onsite. Remote work is not supported.

RESPONSIBLE FOR

:

This full-time, exempt position coordinates all aspects of the Turnkey Program of Yamhill (TPY). The TPY is a non-congregate shelter program offering services to individuals and families experiencing homelessness in Yamhill County, OR. Our goal at TPY is for all households entering into the shelter program to exit into a stable housing placement. Services offered at TPY include, but are not limited to: shelter, case management, and referrals to community support services as needed.

This position works closely with the Shelter Programs Manager and the Programs Director to oversee the day-to-day operations and services provided at the TPY facility.

WORK ENVIRONMENT:



This position is required to work on-site Monday through Friday 8 am - 5 pm to provide support to clients experiencing homelessness. In addition, the Turnkey Program Assistant Manager will provide after-hours support, as needed.

ESSENTIAL DUTIES

:

Create a positive team atmosphere providing quality service to clients, staff and volunteers through active listening, positive problem solving, and timely responses. Follow, adhere to, and advance all YCAP, Housing Stabilization department program policies and procedures; and assist with the development of policies and procedures as needed. Complete specialized trainings that meet OHCS Navigation Center funding requirements. This includes, but is not limited to: De-escalation, Trauma informed care, Coordinated Entry, Non-Violent Communication, Harm Reduction, Fair Housing, Domestic Violence Support, and Mental Health First-Aid. Ensure all hard copy and electronic client files are updated, accurate, and in compliance with all City, State, Federal, and Private grant requirements. Lead YCAP's internal TPY file monitoring every quarter. Support agency activities and initiatives related to homelessness. This can include, but is not limited to: annual Point-in-Time count (PIT), Yamhill County Community Court, Service Integration Teams (SIT), Built for Zero (BFZ). Manage data and critical client information entered into the Homeless Management Information System (HMIS) on a consistent basis. Provide timely reports and accurate data collection of households utilizing TPY services. Develop strong working relationships with key community partners slated to provide resources at the TPY. Supervise the day-to-day activities of the TPY program and staff. Responsible for weekly TPY staff meetings, hiring new staff, evaluating employee performance, terminating staff if necessary and creating new job descriptions. Support YCAP Coordinated Entry system, including implementing best practices and data tracking measures, system racial equity analysis, and leading community case conference meetings. Direct the work of case managers, support staff, and shelter staff via trainings, advice, and evaluated staff performance. Support TPY case managers as they engage with participants. This can include, but is not limited to: assistance with applications to services, goal setting, advocacy, program extension paperwork and referrals to partner agency services etc. Ensure client outcomes are tracked, safety procedures are in place and followed, and files meet grant requirements. Collaborate with the Shelter Programs Manager and Program Director for program needs. Assist with purchasing supplies for program activities and service needs in alignment with program budget. Occasionally provide and/or arrange coverage for vacant TPY and/or non-exempt positions. Occasionally drive to and from locations for meetings and supplies. Other duties as assigned.

SECONDARY DUTIES



Provide oversight and direction to the TPY staff team during on-going renovation work and capital improvements. Communicate and direct vendors onsite working on capital improvements and/or renovations throughout the facility. This can include reporting vendor progress back to the Shelter Programs Manager, Programs Director, Facilities Manager, and/or appropriate YCAP staff. Assist the Programs Director in preparing and tracking data, special projects, and grant applications to support continued operation and renovation work.

KNOWLEDGE, SKILLS, & ABILITIES



BSW and/or equivalent experience preferred, plus 2 years of supervising experience Experience with homeless service systems/ coordinated entry systems preferred Knowledge of computers, software programs and databases Excellent verbal and written communications, problem solving and team work Skill in verbal and written communications Skill in problem solving and team work Ability to lead community and partner meetings Ability to maintain confidentiality of client and organizational information Ability to work independently on multiple projects in a timely fashion Ability to work with diverse people, organizations and situations Ability to work a flexible schedule Ability to pass drug/alcohol & background check and insurance check of driving record
