Job Description


ICF\xe2\x80\x99s public health sector seeks a Tribal Evaluation Specialist to support its ongoing research and evaluation projects in the field of behavioral and community health promotion. This an opportunity for to work on an evaluation of training, technical assistance, and resources that support American Indian and Alaska Native (AI/AN) communities and support the management of federal awards. This is a mid-level position for a researcher with experience collaborating with Indigenous communities in research and looking to grow existing project management, evaluation, and business development skills in a fast-paced environment.

At ICF you will have an opportunity to apply your academic knowledge and prior experience to gain exposure to major projects, interact with experts in the field, and build specific content knowledge and consulting skills. You will contribute to the development of innovative, high-quality products and services to support ICF\xe2\x80\x99s projects and partnerships with Tribes, Tribal organizations (TO), and urban Indian organizations (UIO). In this role, you will be responsible for leading key tasks, reviewing and overseeing the work of junior staff, conducting site visits and interviews, delivering training and technical assistance (TA) as needed, and assisting in the collection, analysis, and dissemination of data through reports, briefs, and presentations.

The successful candidates must be able to support research and evaluation projects (identify problems, conceptualize an evaluation design, implement appropriate study methods and analyses). The successful candidate also must possess basic qualitative and quantitative research skills, have a firm understanding of participatory and culturally responsive evaluation methods (i.e., Indigenous evaluation), and be able to effectively communicate both orally and in writing with their ICF colleagues, as well as clients and their constituents. Candidates must have a solid grounding in public health, evaluation science, social science, or behavioral science and be able to develop and implement data collection protocols and performance monitoring tasks.

Key Responsibilities:

Primary responsibilities for this position involve performing assignments related to various projects, under the direction of senior leaders. Assignments typically include the following.

  • Participate in developing and implementing evaluation frameworks and plans for behavioral and community health promotion and chronic disease prevention programs, often with an emphasis on health equity.
  • Provide evaluation technical assistance and training to support performance monitoring, evaluation plan development, and evaluation reporting.
  • Manage complex tasks, including oversight and mentoring of junior staff.
  • Maintain adherence to project timelines and deliverables.
  • Conduct needs assessments and collect primary data through surveys, interviews, or focus groups and secondary data collection from external databases and public sources.
  • Perform literature reviews, facilitate communities of practice, plan grantee meetings, and lead evaluation advisory group activities.
  • Participate in site visits and structured observations; some travel may be required.
  • Perform qualitative research activities, such as design of interview, focus group, or case study protocols, coding data, performing analysis using thematic coding and qualitative software programs such as MAXQDA.
  • Develop study reports, presentations, or manuscripts, writing drafts of study background, methods, results, and recommendations.
  • Communicate study findings to professional and lay audiences in visually appealing brief reports, such as with infographics, graphs, and charts.
  • Flexibility to travel to community constituent or grantee sites 3-4 times a year.
Basic Qualifications:
  • Master\'s degree in public health, public policy, behavioral/social sciences, or related field required.
  • 5+ years of related research experience.
  • 5+ years of demonstrated experience in tribal evaluation technical assistance, health policy, systems and environmental changes, and/or behavioral and community health promotion content areas.
  • 5+ years of demonstrated experience managing complex tasks, including oversight and mentoring of junior team members.
  • 5+ years of demonstrated success adhering to project timelines and deliverables.
  • 5+ years of experience conducting needs assessments and collecting primary data through surveys, interviews, case studies, focus groups and secondary data collection from external databases and public sources.
  • 5+ years of experience in report writing and other technical writing. (Include writing samples.)
Preferred Skills:
  • Tribal, AI/AN community representation and lived/living behavioral health experience.
  • Prior working experience with Indigenous communities.
  • Experience conducting research or evaluation in partnership with health departments, local education agencies, or community-based organizations is highly desired.
  • Experience and ability to work with all levels of internal staff, as well as outside clients and partners.
  • Experience overseeing the transcription and coding of qualitative data.
  • Experience using MAXQDA, ATLAS.ti, NVivo, or other qualitative data analysis software for analysis.
  • Experience in professional consulting or other similarly fast-paced, environments.

  • Demonstrated superior writing skills including expertise in independently developing written products such as study reports, briefs, and presentations.
  • Strong oral communication skills and ability to interact effectively with clients, their constituents, and ICF colleagues.

  • Ability to be flexible, prioritize, be detail oriented, successfully meet deadlines and manage multiple activities in a fast-paced, changing environment.
  • Proficiency with Microsoft Office software (i.e., Word, Excel, PowerPoint).

Pay Range - There are multiple factors that are considered in determining final pay for a position, including, but not limited to, relevant work experience, skills, certifications and competencies that align to the specified role, geographic location, education and certifications as well as contract provisions regarding labor categories that are specific to the position. The pay range for this position is: $68,325.00 - $116,152.00
