Job Description




The Iowa Department of Health and Human Services (HHS) is seeking a Treatment Director to join the team at the State Training School (STS) in Eldora. The STS provides a holistic social, behavioral, psychiatric, academic, and vocational program that utilizes counseling, treatment, and consequences paired with praise for young men, ages 12-18 years old, who were adjudicated delinquent. This is a full-time position with a Sunday - Tuesday 12 p.m. - 10 p.m. and Wednesday 8 a.m. - 6 p.m. weekly schedule.

The primary responsibilities of the Treatment Director are to oversee all night staff and to coordinate treatment efforts facility wide. The Treatment Director operates at an administrative level assisting in identifying and implementing all policy and procedures regarding campus operations, alignment with quality assurance goals, accountability, and oversight of rehabilitative services and programs for students to improve treatment. The Treatment Director serves as the supervisory contact during second shift in absence of the Deputy Superintendent and Superintendent and is responsible for assuring adherence to rules, policies, and direction, and that guidance, monitoring, and decision making are effectively led and implemented throughout the facility. This includes but is not limited to:

  • Perform and oversee proper implementation of groups and student services to ensure compliance with court monitoring efforts.
  • Supervise all night staff and assigned personnel including performance evaluations, scheduling, orientation, and training.
  • Assume administrative and supervisory responsibilities in the absence of Deputy Superintendent/Superintendent, operating as the Duty Superintendent.
  • Communicate efficiently and professionally in all situations including work with students and staff; assign work and provide guidance to subordinates.
  • Traverse all areas of campus supervising staff and student activities and ensure operational standards and expectations are met.
  • Maintain and supervise all campus operations in practice, policy writing and revision, exploration of best practices, and organizational and operational structures and standards.
  • Review aspects of special incidents (restraints, critical incidents, etc.) as needed to ensure compliance with agency, Positive Behavioral Support, federal, and state guidelines.
  • Display a high level of initiative, effort, and attention to detail and demonstrate critical thinking, decisive judgment, and commitment with minimal supervision.
  • Assist in Quality Assurance efforts including reviewing reports and guiding corrective action in needed areas.
  • Ensure that work rules are being followed and confront employees in a respectful manner when needed.
  • Understand, apply, and educate facility staff regarding current security measures for juveniles, trends, and best practices.
  • Teach de-escalation and restraint practices and facilitate other related trainings as needed.

Minimum Qualification Requirements

Graduation from an accredited college or university and experience equal to three years\' full-time professional-level work in a treatment or habilitation program for correctional inmates, the delinquent, disadvantage, mentally or emotionally ill, or intellectually disabled;

OR an equivalent combination of education and experience substituting thirty semester hours of graduate level course work in the social/behavioral sciences, health sciences, or administrative sciences (e.g., business administration) for each one year of the required experience up to a maximum substitution of two years shall be considered as qualified;

OR employees with current continuous experience in the state executive branch that includes the equivalent of three years\' full-time experience as a Correctional Supervisor 1 or Correctional Supervisor 2, or two years\' full-time experience as a Correctional Treatment Manager or Correctional Security Manager shall be considered as qualified.

Additional Qualification Requirements

*For purposes of qualifying, "professional-level experience" shall be exemplified by responsibility for assessment and diagnosis of client problems and needs, developing a plan of treatment, evaluating client progress toward meeting treatment goals, and modifying treatment objectives. Work at this level generally requires a prerequisite of four or more years of post high school educational training in one of the behavioral, social, or health sciences.
