The Division of Engineering Services (DES), Program/Project Management and Office Engineer (PPM&OE), Office of Construction Contract Advertisement & Quality Program (OCCA&QP) is recruiting to fill two Transportation Engineer (Electrical) positions, located in Sacramento.



Under the direction of the Branch Chief, a Senior Transportation Engineer (Supervisor), the incumbent performs Independent Quality Assurance (IQA) review (Electrical) for construction contract documents during project advertisement applying the Best Bid Standards (BBS) and assists the districts in finalizing the contract documents. Performs Independent Assurance (IA) review (Electrical) for projects after construction completion to validate the effectiveness of the BBS. The incumbent will also develop and update manual, guidance, and training materials for the Construction Contract Quality Management Program.

If you meet MQs under Pattern II and require the TE Electrical in-person written hurdle exam, DO NOT TAKE the TE Electrical online exam prior to passing the written hurdle. Candidates who take the TE Electrical online exam prior to passing the written hurdle may negatively impact their hiring eligibility. This position may be eligible for telework. The amount of telework is at the discretion of the Department and based on Caltrans's evolving telework policy. Caltrans supports telework, recognizing that in-person attendance may be required based on operational needs. Employees are expected to be able to report to their worksites with minimum notification if an urgent need arises. The selected candidate will be required to commute to the headquartered location as needed to meet operational needs. Business travel may be required, and reimbursement considers an employee's designated headquartered location, primary residence, and may be subject to CalHR regulations or applicable bargaining unit contract provisions. All commute expenses to the headquartered location will be the responsibility of the selected candidate.

Special Requirements


Possession of a valid driver's license is required when operating a state owned or leased vehicle. Appointment to Range D requires a valid Professional Engineering License (Electrical) issued by the California Board of Registration for Professional Engineers. For all other ranges, a PE license is not required. Statement of Qualifications (SOQ) is required.

The SOQ serves as documentation of each candidate's ability to present information clearly and concisely in writing. SOQ must be typed and no more than 1 pages, single-spaced, using 12-point font. Address each of the SOQ questions individually. Resumes do not take the place of the SOQ.

Describe experience in developing electrical related Plan, Specification and Estimate (PS&E) or conducting electrical quality reviews for construction contracts. Describe experience in communicating and coordinating with internal and external customers, project team, and stakeholders.
