Vacation & Sick Leave
At the City of Buckeye, we understand the vital role that vacation time plays in supporting the mental, physical, and emotional well-being of our employees. Vacation and sick leave accruals begin on the first day of employment and may be used upon accrual. Additionally, employees receive credit towards vacation leave accruals for years of service with other public sector retirement systems nationwide (not including Federal service).
Holidays
The City of Buckeye observes eleven holidays per year: New Years Day, Martin Luther King Day, Presidents Day, Memorial Day, Juneteenth, Independence Day, Labor Day, Veteran's Day, Thanksgiving and the day after Thanksgiving, and Christmas Day.
Retirement This position participates in the Arizona State Retirement System (ASRS). Contribution is mandatory, and the current contribution rate is 12%, per fiscal year.

GENERAL PURPOSE: The City of Buckeye is looking for a forward-thinking individual who wants to grow professionally as they assist in the development of the City's growing transportation infrastructure. Under general supervision, they will apply professional civil engineering knowledge and skills to a variety of transportation projects. This may include analyzing and interpreting engineering construction and planning documents for compliance with City requirements and industry standards; as well as reviewing engineering plans and technical reports for Capital Improvement Projects and private development projects. They will review traffic reports and letters, addresses resident's concerns regarding the City's roadway network, and manage a variety of City projects.
The following duties ARE NOT intended to serve as a comprehensive list of all duties performed by all employees in this classification, only a representative summary of the primary duties and responsibilities. Incumbent(s) may not be required to perform all duties listed and may be required to perform additional, position-specific duties.

• Demonstrates superior customer service toward customers and maintains productive working relationships.
• Reviews a variety of plans, such as signing/striping, traffic signal, ITS, site plans, preliminary plats and final plats as well as traffic/transportation reports; ensures compliance with requirements, governing uniform guidelines, and industry standard practice.
• Participates in the review and processing of private development projects; review conceptual development plans for compliance with City requirements for approval, review final development plans to ensure final design is compliant with city standards and practices.
• Interprets, applies and enforces the provisions of the City's Engineering Design Standards and Policies and other applicable federal, state and local codes, laws, rules, regulations, specifications, standards and procedures.
• Participates in regional transportation planning studies including regionally funded projects for the City and submits applications for federal funding.
• Conducts field/site visits as needed; inspects sites to identify potential construction/design difficulties due to unforeseen conditions.
• Utilizes knowledge of transportation planning components to identify future transportation infrastructure projects for inclusion in the Capital Improvement Program (CIP) and assists in preparing the scope, budget and schedule for the projects.
• Responds to request for information or clarification regarding City policies, procedures or requirements. Provides technical support to the Development Services Center permit counter regarding transportation engineering related topics and issues.
• Coordinates projects with staff, developers, consultants, and outside agencies by attending meetings, clearly delivers the City's position to developers. Delivers complete, concise, and well thought out written and verbal technical communication in the form of letters, emails, and presentations. Utilizes an innovative approach to developing solutions considering the needs of all stakeholders.
• Provides technical information, assistance, and expertise to staff, City Council, other City departments, engineers, developers, and others.
• Reviews engineering calculations and design performed by or under the supervision of a Professional Engineer.
• Assists in preparing specifications, plans and work orders for various transportation engineering projects, including estimates for time and material costs for various construction/ improvement projects.
• Provides assistance to construction inspectors in the interpretation of plans and resolutions of problems during construction as required.
• Maintain relevant technical data and correspondence for project.
• Represents the City on various ADOT, MCDOT or other agency projects and serves as the City's point of contact.
• Coordinates with area schools regarding on-site queuing, crossing guard locations, Safe Routes to School Studies, etc.
• Coordinates the work of consultants performing transportation planning activities and assists with developing project schedules.
• Prepares or completes various forms, reports, correspondence, activity reports/ design/construction contracts, technical memos, or other documents.
• Manages consultant contracts for plan/report review or special project needs as required.
• Perform other related duties as assigned.

MINIMUM QUALIFICATIONS:
Education and Experience: A bachelor's degree in civil engineering or closely related field or six years' experience and/or training involving civil engineering design and/or plan review, construction inspection or civil engineering projects or closely related field; OR any equivalent combination of education and experience.
Necessary Knowledge, Skills and Abilities:
Knowledge of:

• Current engineering design, and construction standards.
• Engineering plan review procedures.
• Federal, state and local requirements associated with civil engineering requirements.
• Municipal infrastructure master plans and implementation.
• Urban development, including aspects of subdivision and site development.
• Principles of transportation planning, including multi-modal
• Civil engineering principles relating to design and construction.

• Access Management principles.

• Project management procedures, objectives, principles and methods.
• Extensive background and use of MAG standards and MUTCD.
• Proficient in: MS Word, Excel, Project, Power Point, etc.
• Document review platforms (Bluebeam or Adobe) is preferred in order to provide technical reviews.
• Basic traffic engineering terminology - trip generation, trip distribution, level of service - would be desirable.
• Synchro software and Highway Capacity Manual components would be beneficial.

Skill in:

• Analyzing and interpreting applicable ordinances, rules, laws, codes, regulations, technical reports and manuals, construction plans and specifications, correspondence and legal documents
• Assessing and prioritizing multiple tasks, projects and demands.
• Performing engineering calculations such as advanced level algebra, geometry, trigonometry and calculus
• Preparing complex, comprehensive, and accurate technical reports and correspondence
• Conflict resolution and problem solving.

Ability to:

• Communicate effectively with City staff, developers, consultants and the general public
• Present ideas concisely and effectively, orally and in writing
• Work independently and as a team member, maintaining composure, and working effectively in a high-pressure environment with changing priorities
• Conduct research and analyze, evaluate, and develop innovative solutions to complex and significant engineering challenges.
• Establish and maintain effective working relationship with City leaders, outside agencies, developers, consultants and the public.

12 Month Goals:
6-Month Goals: Building Foundations and Expanding Capabilities and Impact * Building relationships with team members from other departments on various projects. Initiate coordination on Pre-Application Conference (PAC) projects, development projects, CIP projects, etc. Meet as many people from various departments that you will work with.

• Learning standards and processes: Becoming familiar with all engineering design standards that are used by transportation, learning the process from the PAC to approval of a development of CIP initiation to construction completion.
• Contribute to Strategic Alignment: Understand the city's strategic priorities and integrate them into project execution. Attend cross-department planning sessions and demonstrate alignment of project objectives with city goals.
• Familiarity with City's Master Plans: Becoming familiar with the City's Transportation Master Plan and Bicycle and Pedestrian Master Plan.

12-Month Goals: Leading and Innovative * Lead Strategic Goals. Oversee all phases from initiation to closeout, including managing cross-functional teams and addressing complex stakeholder needs to complete assigned strategic goals.

• CIP project management representative: Ensure CIP projects, in which you are the Transportation representative, have all transportation related items address and the project is timely and successful regarding our input.
• External Agency coordination: Function as the city representative on external agency projects and ensure that input from the city is provided in a timely manner to the external agency team and important information from the external project is provided to PMO Management in a timely manner.
• Complete simple review without assistance prior to submitting to City Traffic Engineer for final review: Once standards and processes are learned, being able to make comments and address issues without hands on supervisory input until final review by City Traffic Engineer.
• Developing projects for inclusion in the Capital Improvement Program: Utilize the City's Transportation Dashboard, approved Master Plans, and standard transportation planning guidelines to identify transportation projects for inclusion into the City's Capital Improvement Program.

Special Requirements and/or Certifications: Valid Arizona Driver's License, or ability to obtain if applicant does not possess, is required. Future Engineer (FE)/Engineer-In-Training (EIT) License from the Arizona Board of Technical Registration is desirable.
Physical Requirements and Working Conditions:

• Requires vision (which may be corrected) to read small print.
• Requires the mobility to stand, stoop, reach and bend.
• Requires mobility of arms to reach and dexterity of hands to grasp and manipulate small objects.
• Performs lifting, pushing and/or pulling which does not exceed 50 pounds and is an infrequent aspect of the job.
• May be required to use personal vehicle in the course of employment.
• Required to attend periodic evening meetings and/or to travel within and out of City boundaries to attend meetings.
