Job Description

Under administrative direction, plans, organizes, manages, and provides administrative direction and oversight for all functions and activities of the Transit Operations Division including the planning, programming, procurement, operation, maintenance of fleet and facilities, and capital assets of the District's public transit programs; ensures compliance with all pertinent local, state, and federal rules and regulations; formulates departmental policies, goals, and directives; coordinates assigned activities with other District departments, officials, outside agencies, and the public; fosters cooperative working relationships among District departments and with intergovernmental, regulatory agencies, and various public and private groups; provides highly responsible and complex professional assistance to the Deputy Executive Director in areas of expertise; and performs related work as required.

Receives administrative direction from the Deputy Executive Director. Exercises direct supervision over supervisory, professional, technical, and administrative support staff through subordinate levels of supervision.

This is a program director classification that oversees, directs, and participates in all activities of the Transit Operations Division, including short- and long-term planning as well as development and administration of departmental policies, procedures, and services. This class provides assistance to the Deputy Executive Director in a variety of administrative, coordinative, analytical, and liaison capacities. Successful performance of the work requires knowledge of public policy, District functions and activities, including the role of the Board of Directors, and the ability to develop, oversee, and implement projects and programs in a variety of areas. Responsibilities include coordinating the activities of the program with those of other departments and outside agencies and managing and overseeing the complex and varied functions of the program. The incumbent is accountable for accomplishing departmental planning and operational goals and objectives, and for furthering District goals and objectives within general policy guidelines.

Assumes full management responsibility for all Transit Operations programs, services, and activities, including the planning, programming, procurement, operation, maintenance, and capital assets of the District's transit programs; manages the operation of the District's transit program in the most cost effective and efficient manner.

Develops, directs, and coordinates the implementation of goals, objectives, policies, procedures, and work standards for the Program; establishes, within District policy, appropriate budget, service, and staffing levels.

Manages and participates in the development and administration of the transit program operating and capital project budgets; directs the forecast of additional funds needed for staffing, equipment, and supplies; directs the monitoring of and approves expenditures; directs and implements budgetary adjustments, as necessary; secures and manages grants for transit operations and transit-related capital improvement projects.

Selects, trains, motivates, and directs personnel; evaluates and reviews work for acceptability and conformance with standards, including program and project priorities and performance evaluations; works with employees to correct deficiencies; implements discipline and termination procedures; responds to staff questions and concerns.

Contributes to the overall quality of the program service by developing, reviewing, and implementing policies and procedures to meet legal requirements and District needs; continuously monitors and evaluates the efficiency and effectiveness of service delivery methods and procedures; assesses and monitors the distribution of work, support systems, and internal reporting relationships; identifies opportunities for improvement; directs the implementation of change.

Monitors legal, regulatory, technology, and societal changes and court decisions that may affect the work of the program; determines equipment acquisition, training programs, and procedural changes to ensure retention of qualified staff and the provision of services to the community in an effective, efficient, and economical manner.

Prepares scope of work, technical specifications, and contract documents for transit program capital procurement and rolling stock purchases; evaluates proposals and recommends award; negotiates contracts; administers contracts to ensure compliance with District specifications and service quality.

Completes and maintains documentation required by local, state, and federal reporting agencies related to transit service, such as ridership, Americans with Disabilities Act (ADA) usage, and revenue; ensures compliance with Federal Transit Administration (FTA) rules and regulations for grant administration and transit operations.

Supports the Equal Employment Opportunity (EEO) plan requirements and operating and funding agreements; identifies needs, develops funding, procures goods and services, and coordinates contracts and agreements to support transit operations.

Participates in the District's labor negotiations planning and processes; meets with bargaining group representatives; oversees and strives to resolve employee relations issues with employees and managers including grievance procedures, employee disciplinary matters, and performance issues.

Oversees transit-related procurements, including conformance to Federal Transit Administration regulations, project budgets, records, reporting, and schedules; coordinates with Capital Improvement Program and Finance staff on transit-related construction projects and/or real property acquisitions; leads or participates in transit service and capital planning projects for the region and system.

Represents the program to elected officials, and outside agencies; explains and interprets departmental programs, policies, and activities; negotiates and resolves significant and controversial issues.

Conducts a variety of departmental organizational and operational studies and investigations; recommends modifications to programs, policies, and procedures as appropriate; collects, researches, and analyzes information and data for short- and long-term transit planning.

Participates in and makes presentations to the Board of Directors and a wide variety of city, county, regional, state, and federal officials, committees, boards, commissions, and the public regarding the transit system; represents and promotes transit through presentations to groups throughout the region.

Attends and participates in professional group meetings; stays abreast of new trends and innovations in the field of public transportation.

Directs the maintenance of official departmental files, data, and records.

Prepares, reviews, and presents staff reports, various management and information updates, and reports on special projects as assigned by the Deputy Executive Director.

Responds to public inquiries and complaints and manages the resolution of transit customer complaints and requests.

Serves as a spokesperson for the program at a variety of community events, meetings, and other public relations activities.

Coordinates with the District Public Information Officer with respect to public outreach regarding transit program updates, changes, or services.

Ensures staff observe and comply with all District and mandated safety rules, regulations and protocols.

Education and Experience:

Any combination of training and experience that would provide the required knowledge, skills, and abilities is qualifying. A typical way to obtain the required qualifications would be:

Equivalent to a bachelor's degree from an accredited college or university with major coursework in business administration, public administration, transportation, or a related field.

Six (6) years of increasingly responsible experience in public transit administration, transportation planning and programming, or a closely related field, including three (3) years of administrative, supervisory, or management experience.

Licenses and Certifications:



Possession of a valid California or Nevada Driver's License, to be maintained throughout employment.

Pay: $120,244.00 - $158,232.00 per year
