ABOUT THIS POSITION

The City of Phoenix Public Transit Department (PTD) is the managing department of city transit services operating under the brand name Valley Metro. Public Transit services provided by the department include local bus routes, commuter bus routes, neighborhood/business circulators, Dial-a-Ride, and alternative transportation programs for senior citizens and people with disabilities. The department offers these transit services to the public by contracting with private companies that manage the day-to-day operations.


The Public Transit Department is seeking to fill the Planner III position in the Service Planning Section to support the City's Transportation 2050 Program by maintaining, improving, and expanding the Department's transit services. This role will support planning and scheduling duties of transit services for transit routes contracted by the department.


Key responsibilities include:

Contract management of on-demand transit service in Phoenix. Conducting research and forecasting to identify future transit service needs. Developing proposals and reports for service modifications and improvements. Supporting service scheduling and managing transit-related data collection and analysis. Evaluating route productivity and operational efficiency to assess overall transit performance. Coordinating planning and scheduling efforts across PTD divisions to ensure seamless service delivery. Collaborating with regional municipalities, agencies, and transit operators to enhance inter-jurisdictional transit services.

The Transit Planner III works Monday through Friday in the downtown Public Transit offices at 302 North 1st Avenue, Phoenix, AZ 85003. Telework opportunities will be limited and based upon successful completion of the probationary period.

Pay Range: $80,454 to $131,040 annually.


Hiring Range: $80,454 to $118,872 annually.

The actual salary offer will carefully consider a wide range of factors, including your skills, qualifications, experience, education, licenses, training, and internal equity.

Promotions occur when the last two digits of the pay grade increase. Demotions occur when the last two digits of the pay grade decrease. Lateral transfers occur when there is no change to the last two digits of the pay grade. When there is a change in the first digit of the pay grade, there may also be a change to your classification or unit.

MINIMUM QUALIFICATIONS

Five years of experience in urban planning, including three years at the level of Planner II. Bachelor's degree in urban or city planning, landscape architecture, engineering, architecture, political science, a related field, or a field related the specialty area. Other combinations of experience and education that meet the minimum requirements may be substituted. All finalists for positions are subject to a criminal background check applicable to the department or position. Some positions require the use of personal or City vehicles on City business. Individuals must be physically capable of operating the vehicles safely, possess a valid driver's license and have an acceptable driving record. Use of a personal vehicle for City business will be prohibited if the employee is not authorized to drive a City vehicle or if the employee does not have personal insurance coverage.

PREFERRED QUALIFICATIONS

The minimum qualifications listed above, plus:

Experience with: + On-demand transit planning
+ Transit fixed route scheduling.
+ Transit planning.
+ Database and data analysis.
+ Providing excellent customer service.
+ Spatial analysis, including proficiency in GIS.
+ Supervising Planners and managing projects and workload.
+ Analyzing population, economic, and assessment surveys, and datasets.
+ Managing complex projects and/or programs.
+ Leading community engagement with a focus on equity in processes and outcomes.
Five years of planning experience with a focus on development project management, current planning activities, or long-range planning.
