The Training Institute Learning & Development Manager leads the strategy, design, and execution of training and professional development initiatives across the agency. This role focuses on creating innovative and effective learning experiences for ODMHSAS staff, partners, and community stakeholders. The manager will oversee instructional design projects, guide a team of learning professionals, and collaborate across departments to align training efforts with organizational goals.

Responsibilities
Oversee in-person workshops, e-learning, webinars, and blended learning; ensure materials are high quality, relevant, and accessible.
Design and update training programs for onboarding, supervisory, leadership, and skill-building; ensure programs reflect organizational and industry changes.
Provide guidance and functional support on instructional design tasks, including storyboards and curriculum development.
Consult and collaborate with agency divisions to develop, implement, and manage learning initiatives.
Lead and mentor a team of Learning & Development Specialists and Instructional Designers.
Conduct project needs assessments, such as surveys and focus groups.
Oversee regular maintenance of Learning Management Systems for eLearnings and live trainings.
Lead efforts related to continuous improvement and documentation of processes and procedures for learning & development group.
Collect and analyze participant feedback and report on program outcomes and areas for improvement.
Perform other duties as assigned.
Preferred Qualifications
Degree in Education, Human Resources, Organizational Development or related field
Four years supervisory experience
Experience developing and facilitating training programs
Experience with project management software solutions
Proficiency with course authoring tools, such as Articulate 360 Suite and Adobe Creative Cloud
Knowledge of SCORM and AICC standards
Certified Professional in Talent Development (CPTD)
SHRM-SCP, PHR, or equivalent HR certifications
Minimum Qualifications
Master's degree and two years of professional experience;
Bachelor's degree and three years of professional experience;
Or an equivalent combination of education and experience, substituting one year of professional level experience for each year of the required education.
