Job Description


Training/Exercise/Trainer DEM (Trainer III)
Under the direction of the Training and Exercise Program Manager this individual will:

  • Provide emergency management training throughout the year in various locations to ensure customers are reached state-wide
  • Support a state IMT initiative to create a Utah team to serve our communities
  • Develop and design exercises, conduct exercises, utilize evaluations, and create improvement plans for local emergency management agencies, as well as state agencies
  • Attend meetings, conferences, and workshops related to emergency management in order to learn new information and to develop working relationships with other emergency management specialists
THE IDEAL CANDIDATE:
  • Will have experience designing, developing and facilitating exercises at a local or state level
  • Will have experience in an Emergency Operations Center (EOC)
  • Will have experience in conducting presentations for local authorities and/or elected and appointed officials.
  • Will have experience in conducting and/or facilitating training to emergency management and/or first responders
  • Will have knowledge and experience with the National Incident Management System
  • Will have completed ICS 300 and 400
TYPICAL DUTIES:
Designs and/or prepares training/instructional materials, and teaching aids..
Monitors and evaluates operations, programs, processes and/or practices for quality and effectiveness; makes recommendations for improvement.
Meets with local and state agencies to design, develop, and facilitate various types of exercises.
Develops training and exercises for our State Emergency Response Team (SERT).
Delivers presentations and provides platform instruction for DEM courses to city, county, tribal, and state emergency management personnel.
Utilization of U-Train DEM's Learning Management System (LMS) and GoTo training platform. Maintains and/or creates training and exercise files for record retention: including print, label, sort, archive, and retrieval processes.
Develop exercise timelines; coordinate meetings for exercise planning and development, working with internal and external stakeholders.
Serve as a resource to state agencies, regions, counties, local jurisdictions, and the private sector within the State of Utah for exercise information, design, development, implementation, evaluation, and improvement planning.
Provide in person training and exercise support designed to enhance emergency management capabilities.
Annually conduct an Integrated Preparedness Planning Workshop (IPPW) for the State Emergency Response Team.
Annually support integrated Preparedness Planning Workshops (IPPW) for county and local jurisdictions at a regional level.
Utilizing the data gathered at the IPPWs, create an Integrated Preparedness Plan (IPP) and State Preparedness Report (SPR) with up to three years of future planning.
TYPICAL QUALIFICATIONS:
Experience with instructional methods and techniques for adult learners
Experience with Incident Management Teams (IMT) and specialized training
Has exercise program management, design and development, conduct, evaluation, development of after action reports, and improvement planning experience
Deliver presentations or training using using adult learning techniques and methodologies
Able to develop curriculum, learning objectives, and/or course materials
Able to deal with people in a manner which shows sensitivity, tact, and professionalism
Speak clearly, concisely and effectively; listen to, and understand, information and ideas as presented verbally
Communicate information and ideas clearly, and concisely, in writing; read and understand information presented in writing
Utilize research methods, techniques, and/or sources of information
Use automated software applications such as Word, Powerpoint, Google docs
Make a decision or solve a problem by using logic to identify key facts, explore alternatives, and propose quality solutions
Understands survey methodology and related tools
Design techniques, principles, tools and instruments
Determine the appropriate training and exercise needs for real world events that may threaten the state of Utah.
Implement Integrated Preparedness Plan (IPP)
Develop state level exercises for the State Emergency Response Team.
Develop, facilitate and evaluate exercises as appropriate utilizing Homeland Security Exercise and Evaluation Program (HSEEP) guidance.
Monitor progress of lessons learned from improvement plans for all state level exercises.
Assist county and local emergency managers in becoming exercise practitioners for their own agency or jurisdiction.
The Agency:
The Utah Division of Emergency Management (DEM) serves the local emergency management community, state government agencies, and the residents of Utah through planning, training, preparedness, mitigation, recovery and response activities. The Utah Division of Emergency Management provides training and exercise support to local, state, volunteer, and private sector partners in the emergency management discipline. DEM also brings subject matter experts and multiple state agencies together at the State Emergency Operations Center to support and coordinate response and recovery as needed.

Preference may be given to those with National Incident Management System (NIMS) core curriculum training or vetted Incident Management Team (IMT) experience. The Utah Division of Emergency Management (DEM) serves the local emergency management community, state government agencies, and the residents of Utah through planning, training, preparedness, mitigation, recovery and response activities. DEM provides training and exercise support to local, state, volunteer, and private sector partners in the emergency management discipline. Training and exercises (discussion based & operations based) help build preparedness for threats and hazards by providing a low-risk, cost-effective environment to:
Provide the whole community with knowledge, skills and abilities needed to help people before, during and after disasters.
Test and validate plans, policies, procedures and capabilities
Identify resource requirements, capability gaps, strengths, areas for improvement, and potential best practices.
This position is a Time-Limited (TL) position, based on continued grant funding to support the Outreach Training and Exercise programs throughout the state. The starting hourly rate is $25.02 and subject to a formula based on experience and education for an increased rate.
  • Must pass a pre-employment Level II background investigation
  • DHRM rules apply to transfers and promotions for current State of Utah employees
  • Risks found in the typical office setting, which is adequately lighted, heated and ventilated, e.g., safe use of office equipment, avoiding trips and falls, observing fire regulations, etc.
  • Typically, the employee may sit comfortably to perform the work; however, there may be some walking; standing; bending; carrying light items; driving an automobile, etc. Special physical demands are not required to perform the work.
