BRIEF POSITION SUMMARY
Performs highly complex (senior-level) informational and communications work. Work involves coordinating the research, writing, editing, and production of content and materials for release to various communications media (news, print, digital, and/or social media) and for use by the agency, the general public, and other agencies. May supervise the work of others. Reports to the Program Director and works under limited supervision, with moderate latitude for the use of initiative and independent judgment.

ESSENTIAL JOB FUNCTIONS AND RESPONSIBILITIES
Is the primary staff member responsible for Youth Program marketing, digital footprint, and social media output.
Coordinates with the State Youth Programs Director and the TCA Program Director to develop and implement the Texas ChalleNGe Academy (TCA) marketing program.
Develops and maintains social media calendar.
Prepares content for posting on social media sites, such as broadcast messages, and may prepare general comments.
Prepares and distributes organizational publications, news and informational releases, talking points and scripts, advisories, newsletters, fact sheets, and content for web sites and social media.
Coordinates the illustrative, photographic, or audiovisual content of products.
Conducts interviews, researches sources, and ensures the completeness and accuracy of printed and online materials.
Promotes and markets the TCA program through social media platforms, press releases, and the development of marketing materials and strategies.
Responds to general information inquiries about agency activities.
Designs and directs public information campaigns related to agency services.
Assists in marketing programs to community and professional groups to coordinate, improve, and stimulate interest in agency programs.
Analyzes content for accessibility and recommends changes to make content accessible and remediate accessibility issues.
Analyzes reports on social media activity and its effectiveness.
Develops and maintains contact information for elected officials, news organizations, community based forums, and local programs and people of influence within a database system.
May be required to perform duty in support of national emergencies, disasters and other missions, to include holidays and weekends.
Attends work regularly and observes approved work hours in accordance with agency state employee policies and procedures handbook.
Performs other work as assigned.
Qualifications
MINIMUM QUALIFICATIONS
EDUCATION:
Graduation from an accredited four-year college or university with major coursework in journalism, public relations, marketing, advertising, communications, or a related field is required.
SUBSTITUTION:
Additional years of experience in marketing, public relations, recruitment, or related field may substitute for the required education on a year for year basis up to four years.
EXPERIENCE:
Two years of experience in journalism, communications, media relations, public information, public relations, or social media management
Experience in writing, scripting, editing or media relations work
Experience using Microsoft Office to include Outlook, Word and Excel
PREFERRED QUALIFICATIONS:
Master's degree in journalism, public relations, advertising, communications, or a related field is preferred
Texas ChalleNGe Academy graduates are preferred
Experience in the military is preferred
Experience working with youth who are emotionally/behaviorally at-risk is preferred
Experience working with community outreach programs or alternative education programs is preferred
Bilingual in English and Spanish is preferred
REGISTRATION, CERTIFICATION OR LICENSURE:
Valid driver's license is required. If not currently a Texas resident, must obtain a Texas Driver's License within 30 days after entering Texas as a new resident. A satisfactory driving record is required for operating state or personal vehicles to conduct agency business. First Aid and CPR certifications are required at the time of hire or the ability to obtain such certification within six months of employment.
OTHER REQUIREMENTS:
Background Investigation
. Selected candidate must be able to obtain a CAC and/or pass a federal security background investigation. The process includes a National Agency Check and Inquiry (NACI) and fingerprinting. New employees must complete and sign the Office of Personnel Management (OPM) Form SF85. Completed forms are submitted to the OPM for the background investigations.
Eligibility to Work in the U.S.
The Immigration Reform and Control Act of 1986 require all new employees to present proof of eligibility to work in the United States within three (3) days of being hired. The Texas Military Department participates in E-Verify and will provide the Social Security Administration (SSA) and, if necessary, the Department of Homeland Security (DHS), with information from each new employee's Form I-9 to confirm work authorization. All offers of employment are contingent upon the candidate having and maintaining legal authorization to work in the United States. Failure to present such authorization within the time specified by the U.S. Department of Labor will result in the offer being rescinded.

PHYSICAL/WORKING CONDITIONS
Remote work in an environment external to the TCA program facility. Required to work a flexible work schedule. Work is typically performed in a sedentary office setting involving sitting, standing or walking to perform job duties. Work involves occasional travel to Eagle Lake for training less than 10% of time.
