Job Description


About

Performs intermediate technical work receiving, classifying, processing and dispatching emergency service calls using computer aided dispatch systems, preparing and maintaining computerized and other records and files, and related work as apparent or assigned. Work is performed under the moderate supervision of the Telecommunicator III.

Essential Functions

Operates emergency communication system; receives complaints and requests for service; obtains necessary information and dispatches necessary personnel and/or advises callers of proper contact for assistance or information.

Provides information from the DCI/NCIC system for law enforcement.

Maintains computerized communications logs and reports.

Monitors public and private fire and security alarms.

Monitors the activities of law officers on patrol, fire, rescue and EMS personnel; makes radio contact to ensure their safety.

Monitors the weather conditions and reports inclement conditions to Emergency Services via radio, telephone, social media outlets as appropriate.

Responds to after hours emergency calls of various County agencies.

Assists in addressing duties; assigns addresses, hangs road signs and verifies and updates addresses in the 911 system.

Mobilizes and demobilizes Mobile Command Center, Mobile Resource Center and other emergency management resources.

Provides direct logistical and operational support to the Emergency Management Team in times of disaster and major incidents.

Enters phone changes into the 911 index database.

Ensures center and data security.

Knowledge, Skills and Abilities

Thorough knowledge of the methods of operating two-way communications systems; thorough knowledge of CAD system(s) and related computer functions; thorough knowledge of radio code system and teletype procedures; thorough knowledge of the geography of the County and location of important buildings; ability to accurately perform data entry at a reasonable rate of speed; ability to speak distinctly; ability to deal with the public under stressful conditions and remain calm; ability to operate standard office, data entry and computer equipment and communication consoles; ability to learn and apply new skills in the area of radio and telephone communications relative to emergency services; ability to establish and maintain effective working relationships with associates and the general public.

Education and Experience

Moderate experience in telecommunications, or equivalent combination of education and experience.

Physical Requirements
This work requires the frequent exertion of up to 10 pounds of force and occasional exertion of up to 25 pounds of force; work regularly requires sitting, speaking or hearing and using hands to finger, handle or feel, frequently requires standing, walking, lifting and repetitive motions and occasionally requires climbing or balancing, stooping, kneeling, crouching or crawling, reaching with hands and arms and pushing or pulling; work requires close vision, distance vision, ability to adjust focus, depth perception, color perception, night vision and peripheral vision; vocal communication is required for expressing or exchanging ideas by means of the spoken word and conveying detailed or important instructions to others accurately, loudly or quickly; hearing is required to perceive information at normal spoken word levels and to receive detailed information through oral communications and/or to make fine distinctions in sound; work requires preparing and analyzing written or computer data, visual inspection involving small defects and/or small parts, using measuring devices, operating machines, operating motor vehicles or equipment and observing general surroundings and activities; work occasionally requires working near moving mechanical parts, working in high, precarious places, exposure to fumes or airborne particles, exposure to toxic or caustic chemicals, exposure to outdoor weather conditions, exposure to the risk of electrical shock and exposure to vibration; work is generally in a moderately noisy location (e.g. business office, light traffic).

Special Requirements
Possession of North Carolina DCI certification.
Possession of TDD certification.
Possession of PowePhone Basic, Fire, Medical and Law Telecommunicator certifications.
Possession of NC EMD certification.
Must be able to pass Department of Justice background security check.
Possession of an appropriate driver\'s license, valid in the State of North Carolina.
