:
ASRC Federal Field Services is seeking a Telecommunications Mechanic II to support ongoing activities on our program in Avon Park, FL.

Summary:

  • Manages, Plans, Schedules and performs installation, maintenance and removal of telephone system equipment, data, transmission media systems, wiring (Copper and Fiber Optic), telephone intercom systems, Air-to-Ground and Land Mobile Radio systems, gate control and camera systems, Audio Visual equipment, Digital Subscriber Line (DSL), Wireless Fidelity (WIFI) and associated equipment.
  • Knowledge is mandatory of maintenance management practices; telephony fundamentals; electronic principles, including theory of solid-state components, digital techniques, and copper core and fiber-optic transmission principles applying to telephone switching systems; T-carrier; fiber-optic modems; multiplexers, line drivers, and associated hardware; telephone wiring practice; and CSIRs: project and circuit diagram interpretation, digital translation, installation procedures, high reliability soldering techniques, VoIP, and test equipment and special tools required for installation and maintenance actions on these systems.

Key Responsibilities:
Telephone Systems:
  • Operate, maintain and repair the telephone switch networks from the Main Distribution Frame (MDF) to call processing, including Automatic Call Distribution (ACD), Voice Mail Platforms, and CMS Server etc., to the end instrument.
  • Operate, maintain and repair all segments of government owned copper and fiber optic mediums, both buried, underground and aerial throughout the base. Coordinate on civil engineering (CE) digging permits. Trace and mark cables to prevent damage. Monitor construction job sites to ensure compliance with digging permit rules.
  • Perform long-haul telecommunications management functions following the guidance in AFMAN 17-2101 Long-Haul Communications Management. Manage, operate, install, design, and offer recommendations on technology refreshment, configuration management, and user support for base telecommunications infrastructure, systems, and applications.
  • In coordination with the MacDill AFB 6th Communications Squadron, develop and manage on-hand Government Furnished Equipment (GFE) critical spares requirements and inventory listing for identified systems platforms to minimize service interruptions. Provide the requirements and inventory to the COR.
  • Manage C4 systems service warranties, maintenance, and the Telephone Control Officer (TCO) program.
  • Perform quality assurance for contract telephone systems and services.
  • Function as Government Emergency Telephone System (GETS) point of contact to manage tracking and usage of the service.
  • Install, program, relocate, remove and maintain telephone switching equipment, telecommunications systems, cable system (maintain & repair copper/fiber cables), data circuitry, and security and gate monitoring cameras. Maintain and coordinate the future installation and operation of VOIP/UC systems and services with local CSAs, Change Managers and NCC. These efforts will include but not limited to coordinating the IP addressing of soft clients and VoIP telephones. Coordination with OEM will also be required for system patches, upgrades and system feature key codes installation.
  • Troubleshoot, perform diagnostics, verify system connectivity, coordinate with Tier 2 level support, and perform actions as required by, the awarded vendor, higher level helpdesk.
  • Understand, operate, and train users on the usage of satellite phones.
  • Educate base personnel regarding information security procedures and provide assistance upon request.
Air-to-Ground & Land Mobile Radio Services:
  • Install, operate and maintain air-to-ground radio systems and components IAW established guidance and directives.
  • Operate and maintain all common user base-level Land Mobile Radios (LMR) network systems and major component such as base stations and repeaters. Manage and oversee inventory and accounts in Asset Inventory Management (AIM) system for all pagers, Cellular Telephones (CT), and radios by users as well as track frequencies used at the base. Issue LMR equipment (pagers, CTs, and radios) to authorized users as requested and track usage.
  • Perform quality assurance for contract radio systems and services installed under sub-contracts.
  • Perform functions of Installation Personal Wireless Communication System (PWCS) Manager IAW guidance provided in AFMAN17-1203 and AFI 17-210. Maintain and manage all radio frequency (RF) systems used to conduct official government business to include base-support radios, pagers and cellular telephones (CTs) that radiate from the installation and outlying activities hosted by the installation. Assist users in identifying needs, development and implementation of technical solutions for user requirements. Ensure recommended communications and information systems are compatible with existing equipment and will not negatively impact the RF spectrum.
  • Coordinate with the host base spectrum manager as necessary to request and maintain temporary and permanent authorization of the ground frequencies required to operate RF radiating devices assigned to range personnel and range users.
Fiber Optics:
  • Locate underground cables using drawings and location equipment.
  • Repair, Splice, and Fuse damaged cables.
  • Troubleshoot and understand both multi-mode and single-mode fiber optics.
  • Plan and research parts and tools needed on fiber optic projects.
Audio Visual:
  • Maintain, repair, and operate a Network Video Recorder (NVR) and associated peripherals to include but not limited to: media converters, I.P./PTZ cameras, PoE injectors, and Uninterruptible Power Supplies (UPS)
  • Basic knowledge of A/V equipment with the ability to assess, repair, and plan for future and existing A/V projects such as Conference rooms, Gate Camera Systems, and future upgrades.
DSL/WIFI:
  • Have a working knowledge of DSL, WIFI, Hotspots, Power over Ethernet, termination of cable ends and all other associated equipment.
  • Plan, understand, or create schematics and layouts to use in the execution during the installation process.
Networking:
  • Understanding and managing network switches used for the VoIP systems.
  • Remotely accessing equipment at separate locations to accomplish assigned tasks.
Planning:
  • Assist in the execution of the base-level requirements and planning processes as established by local policies, instructions and procedures. Provide planning, acquisition guidance, and technical solutions for telecommunications requirements. Maintain base blueprint and provide input to strategic planning processes to promote technology options for improvement of operations. Make recommendations for technology insertion. Ensure investments in applications, platform development, and infrastructure technology leverage shared needs to the maximum extent possible.
  • Work closely with customers to set priorities and develop schedules for upgrading or replacing telecommunications equipment, infrastructure, and investments. Ensure the technology needs of all base customers are continuously studied and matched to new technologies that meet those needs and advise the customer of the recommended solutions.
  • Participate in facility design and minor construction planning. Review projects to ensure consideration is given for telecommunications requirements. Ensure new buildings or major renovations are pre-wired to support future expansion.
  • Function as base liaison C4 systems installation, survey, and study teams. Arrange acceptance inspections with affected agencies. Prepare, process, and obtain signature on project completion/acceptance documents. Ensure as-built drawings are prepared, reviewed, and forwarded to the responsible agencies after acceptance inspection. Maintain drawings and schematics for all major network features at base, ensuring the AFNetOps is provided with updated drawings on a yearly basis. Determine OPR for corrective action identified during acceptance inspection and establish suspense date for completion.

Desired Qualifications:
  • Bachelor\xe2\x80\x99s degree in a technical or managerial field.
  • Ten years of experience in with Installation, Operations and Maintenance including troubleshooting Telephone and Radio communications systems.
  • Knowledge of DoD\xe2\x80\x94specifically USAF\xe2\x80\x94regulations, common processes, and culture.
Requirements:
  • Four or greater years of specific telecommunications experience lieu of degree.
  • High school diploma or general education degree (GED) equivalent.
  • Self-identify and self-perform work in a diverse customer service environment.
  • Apply experience and judgment to plan and accomplish goals.
  • Meet security requirements to access a military base and obtain a Common Access Card (CAC).
  • Possess and maintain a valid Florida driver\'s license, or if other state, have no impediments to transferring license to Florida upon establishing residency.
  • Be able to pass a background check, drug screen, and physical.
  • Possess excellent verbal, active listening, and written communications skills.
  • Highly proficient in the use of Microsoft 365 software suite and Adobe Acrobat Professional.
  • Be committed to providing for and maintaining a safe working environment (e.g. COVID-19 safety protocols).
  • Have ability to perform repetitive physical tasks, involving lifting at least 50 lbs.
