GovCIO is looking for a Technical Writer to join our Health PMO team. It is preferred that the candidate have experience with a civil agency, preferably Veterans Affairs. The environment is dynamic and client needs are often evolving. As such, thought leadership, problem-solving, rapid learning, and carrying the innovative mindset needed to lead our clients through conceptualization, strategic planning, and execution is important. Additionally, flexibility and forward-thinking views are important for success.

Responsibilities

  • Conduct gap analysis to determine strengths of current approaches and identify opportunities for improvement
  • Develop and maintain product line and sub-product line level Communications contributing to the overall communications plan, documentation of processes, tools SOPs, leveraging best practices
  • Coordinate content and refine content for and executive reports, draft outward-facing news stories, create documentation for team quick reference guides, review technical artifacts, create new deliverables as requested by the client
  • Ensure all technical communications are in support of product line objectives and are consistent across delivery channels and stakeholders
  • Responsible for the development and maintenance of the product line and sub-product line level Communications, and to distill technical information down into a more consumable document providing that bridge between the business team and the technical team.
  • Responsible for providing the framework for managing and coordinating communications across a technical sub-product line.
  • Assist in the development of strategies to obtain, organize, and disseminate information to team members and key stakeholders through clear and effective communication channels.
  • Work in partnership with the VA\xe2\x80\x99s IT Strategic Communications team to ensure branding and style guidelines are maintained
  • Leverage communications methods to identify trends throughout the communications lifecycle
  • Possess strong analytical skills required to proactively research information and begin compiling initial responses to ad-hoc data calls
  • Establish necessary metrics to assess the effectiveness of technical communications and artifacts
  • Work with Project Managers and Program Leaders to ensure technical documentation is clear, concise, and valid.
  • Write and edit technical and nontechnical narratives as necessary to prepare compelling content and contribute to the development of best practices, SOPs, formats, and other guidelines to ensure final products reflect the quality of our services.
  • Collaborate with multidisciplinary teams and interview operational and technical subject matter experts to develop content that is compliant and responsive to client needs.
  • Work closely with Solution Architects/Technical Leads to understand technical details and requirements to translate them into consumable formats.
  • Edit materials drafted by others to improve their quality and ensure they are editorially correct without altering their technical accuracy or meaning.
  • Apply editorial styles and standards consistently and appropriately across all documentation.
  • Deliver high quality documentation at the detailed level.
  • Identify and correct grammatical and punctuation errors, faulty sentence construction, ambiguous or conflicting statements/information, formatting, and consistency issues with both styles/fonts and content.
  • Identify opportunities to create visually appealing, effective graphics in drafted content.
  • Participate in final production processes, including desktop publishing, quality control, and white glove reviews.
  • Research and verify acronym definitions and generate glossaries.
Qualifications
  • Education Requirements: Bachelor\xe2\x80\x99s Degree in Business, Engineering, or a related scientific or technical discipline is required.
  • Years of Experienced Required: 8 years of experience is required along with the required degree; 8-10 years of additional relevant experience may be substituted for education
Required Skills and Experience
  • Ability to quickly grasp complex technical concepts and make them easily understandable in text and pictures.
  • Familiarity with software development, architectures, cyber security, information assurance/ATO, and other technical concepts and activities.
  • Able to adapt writing style to different audiences.
  • Knowledge of MS Teams, SharePoint, Adobe Acrobat, and MS Office (e.g., Word, Excel, and PowerPoint) and ability to learn new applications; advanced proficiency in Microsoft Word, particularly the use of styles and creating templates, preferred.
  • Experience working with teams in a dynamic, fast-paced, deadline-sensitive environment, and balancing multiple projects.
  • Flexible and adaptable to frequently changing tasks based on internal and external client priorities.
  • Able to communicate effectively with all organizational levels.
  • Excellent verbal and written communication, technical documentation, problem-solving, process improvement, organizational, and coordination skills.
  • Able to work both independently and collaboratively.
  • Able to prioritize tasks and work comfortably on deadline-driven efforts.
  • Knowledge of industry standard best practices and/or widely used style guides.
  • Ability to draft meeting minutes, often with short turnaround times.
  • Ability to review technical documentation for quality assurance.
  • Ability to make documentation 508-compliant.
  • Good decision-making and interpersonal skills.
  • Ability to work independently and conduct research with minimal guidance and supervision
  • Must be able to pass a VA background investigation.
  • Expertise in Communications and Technical Writing to support the Department of Veterans Affairs (VA)
Preferred Skills and Experience
  • Experience with Project Management principles and SDLC preferred.
  • Experience with Jira, GitHub, SharePoint, and Visio is desirable but not required.
  • Previous Department of Veterans Affairs experience preferred.
  • Experience operating in an agile environment is desirable, but not required
  • Experience within a Health IT environment is desirable, but not required
