Program Specialist IV
This position performs highly complex (senior-level) consultative services and technical assistance work. Work involves planning, developing, and implementing major agency program(s) and providing consultative services and technical assistance to program staff, government agencies, community organizations, or the general public. May provide guidance to others. Works under limited supervision, with moderate latitude for the use of initiative and independent judgment.
This position:
Performs complex transactions and processes within the Department Business Services team to Manage software licenses. Maintains electronic documentation for all agency software and licensing in the agency tracking system. Performs internal checks and balances of all software licenses regularly at scheduled intervals. Performs administrator role to improve overall functionality and reporting capability of the database. Monitoring and processing of electronically submitted service requests. Consistently monitors an electronic service request queue and takes the initiative to obtain missing information that is needed to complete a request when appropriate; make suggestions for improvement, as needed.
Identifies potential process changes and works with the team to draft improvements. Ensure standard operating procedures are always updated and followed consistently.
Serves as Personnel Liaison for the division; responsible for processing all documents, including evaluations, absence forms, and Personnel Action Forms, merits, new postings, promotions, separations and training.
Performs travel liaison duties by assisting ITS staff in submitting vouchers and other travel-related forms. for Directors and Managers, reviews and submits travel expenses and vouchers.
Monitors ITS Contract Admin mailbox to review ITS and telecom and ITSAC invoices, get timely approvals from the associated directors.
Maintain ITSAC contractor time and funds based on the invoices received ITS invoices.
Ensures quality customer service through quick response and thorough analysis of requests.
Conduct administrative reviews of reports, documents, applications, or summaries to ensure administrative completeness.
Compile and edit data for charts, graphs, and databases; and prepare summaries or reports.
Operate electronic mail systems and coordinate the flow of information, internally or with other organizations.
Performs other duties as assigned.
Qualifications
This position requires:
Bachelor's degree from an accredited four-year college or university
4 years of administrative experience
Education and experience relevant to position requirements may be substituted for one another on a year-for-year basis
Preferences for this position include:
Experience in asset management, liaison duties.
Experience in budget and invoice monitoring, and CAPPS.
Experience document management.
This position requires demonstrated knowledge of:
State laws, rules, procedures, and regulations relevant to job requirements.
This position requires demonstrated skill in:
Problem solving and critical thinking.
Using Microsoft Office software applications, including Word, Excel, Outlook, and SharePoint.
Using personal computers sufficient to enter and extract data from related systems and programs such as Centralized Accounting Payroll and Personnel (CAPPS) and other systems required to perform the job.
Excellent research, writing and verbal communication skills.
