WHO ARE WE




The Texas Department of Agriculture's Food and Nutrition Division administers 12 federal child and special nutrition programs and more than $2.5 billion in federal money annually, used to fund the programs for the State of Texas.




WHO ARE WE




The Food and Nutrition (F&N) Business Analyst will perform complex computer systems analysis work to support Food and Nutrition federal nutrition programs within the Texas Department of Agriculture (TDA). This position will facilitate joint application development sessions; develop, document, and communicate requirements for system enhancements to software developers and other stakeholders; interpret and uphold program policy requirements, and test new enhancements and bugs for multiple systems. This position will work under general supervision with moderate latitude for the use of initiative and independent judgment.




WHAT YOU'LL DO




Gather, analyze, and document user requirements, business processes, and issues to automate and enhance existing systems; elicit, document, and support development of business needs for new systems.


Coordinate, develop, and execute complex test plans to validate new and existing system functionality. Facilitate and support user acceptance testing in close collaboration with program and systems staff.


Identify potential risks to new system enhancements and design strategies to mitigate or avoid them.




Validate, report, and monitor system bugs and defects; escalate issues and support developers as appropriate to ensure timely resolution. Identify opportunities and recommend strategies to improve existing systems.


Oversee regular system maintenance tasks, such as coordinating environment refreshes, updating maintenance tables, and supporting user security access.
Develop and maintain complex system documentation, such as business rules, process flows, and procedures.


Assist with completing an in-depth analysis of federal, state, and program policies and regulations to determine their impact on existing systems and identify design strategies to integrate them with minimal impact.


Provide technical assistance to developers, business analysts, and end users.


Follow all TDA policies and procedures.




Perform other duties as assigned.



Qualifications

QUALIFICATIONS/REQUIREMENTS FOR THE POSITION

Bachelor's degree (one year of work experience related to primary responsibilities may substitute for one year of college).


Two (2) years

of experience as a systems analyst, business analyst, IT project manager or similar role.


Work experience with system testing.




PREFEERED




Bachelor's degree with major course work in Computer Science, Management Information Systems or related field.


Work experience with process mapping.

KNOWLEDGE, SKILLS & ABILITIES




Knowledge of software development life cycle and systems development life cycle concepts; business and management principles involved in strategic planning, resource allocation, leadership technique, production methods, and coordination of people and resources; and project management principles and practices.
Skill in business analysis methodologies; analyzing and evaluating complex information technology applications, policies, and issues; developing creative and workable solutions to complex problems and issues; and providing customer service excellence to both internal and external customers.
Ability to analyze and interpret technical information, including regulations, policies, and automation system documentation/specifications; to communicate in writing; to translate user/business needs into a technical style; to communicate technical instructions to system users; to analyze, evaluate, and integrate business rules into system requirements; to exercise sound judgment in making critical decisions; to communicate effectively, orally and in writing; and to maintain the highest level of confidentiality.

PHYSICAL REQUIREMENTS & WORKING CONDITIONS




Normal office work environment and may have exposure to dust and environmental allergens consistent with normal business activities and human contact. Mostly sedentary in nature but may involve walking; standing; pulling and pushing; kneeling, stooping and bending; performing tasks requiring fine motor skills and coordination; and safely lifting and carrying items weighing up to 30 pounds. Must be able to work extended periods at a computer and may require working extended hours and some evenings and weekends, as needed. May involve travel, occasionally overnight (up to

TELEWORK & WORK HOURS




The agency does not offer telework. TDA employees are required to be physically present for work.




The agency's core business hours are from 8:00 a.m. to 5:00 p.m., Monday through Friday. TDA also provides limited customer service between 6:00-8:00 a.m. and 5:00-6:00 p.m.
