This position is a member of our Water Supply Division.
HERE'S WHAT YOU'LL BE DOING
Oversees and manages program activities and provides highly advanced consultative services and technical assistance work to individuals, internal and external stakeholders, state and federal agencies, and public and private entities involved with water and sewer utilities placed in receivership, temporary management, bankruptcy, or the supervision of the TCEQ. Oversees the collection, organization, analysis, and preparation of materials in response to requests for program information and reports.
Provides and oversees communication, highly advanced technical support, and assistance to impaired utilities/public water systems. Communicates with other program areas and state agencies to identify qualified individuals to manage and operate a utility after owner has expressed an intent to abandon or has abandoned and/or failed operation of its facilities presenting an imminent threat to public health. Prepares administrative reports, presentations, participates or coordinates meetings.
Provides customer service to internal and external customers through presentations, phone calls, letters, and emails, ensuring complete, accurate, and timely information.
Provides training, mentoring and guidance to support the program and agency staff. Reviews and edits correspondence and other documents prepared by others. Coordinates and/or participates in special projects, such as maintenance of standard operating procedures (SOP), rule writing, bill analysis, guidance document development, and streamlining work processes.
KEY QUALIFICATIONS
Experience working with agency enforcement, compliance assistance, and/or bankruptcies.
Experience managing, operating, or advising on water and/or wastewater system.
Experience reviewing, researching, and processing data, applications, plans and studies, and/or compliance inspections related to water and wastewater systems.
Experience working directly with the public, customers, and other state and federal agencies providing outreach, coordination, and education.
Qualifications
REQUIRED EDUCATION & EXPERIENCE
A bachelor's degree from an accredited college or university plus six years of full-time experience performing supervisory, managerial, professional or technical work which must include: analysis of work problems having an administrative aspect and interpretation of complex written material; or planning, organizing, and coordinating requirements for support services or program operations where a wide range of demands are involved, including interpretation of complex written material.
One year of full-time experience in an administrative capacitymay be substituted for each year (30 semester hours) of the required education.
A graduate degree in public administration, business administration, human resources administration, environmental resource management, planning, or an area relevant to the position, from an accredited college or university may be substituted for one year of the required experience.
Administrative capacity is work where primary duties consist of performing administrative tasks of an office, excluding work such as clerical, secretarial, sales, equipment operations, and manual labor.

Work Schedule
Standard business hours are M-F, 8:00 a.m. - 5:00 p.m.
Individual and work group schedule determined by the TCEQ Headquarters.
