The State of New Hampshire, Revenue Administration, Audit Division has a full-time vacancy for Tax Field Auditor IV.


Summary:





Administers and oversee In-State Bureau objectives and long-term planning, provides training, and develops audit strategies by interpreting data to draw conclusions and defend decisions. Manages and controls Tax Field Auditor inventories, including developing system queries and determining inventory selection criteria. Provides overall administration of in-state tax auditing and field staff, as well as representing the agency's position in formal hearings and public forums.

: Each additional year of approved formal education may be substituted for one year of required work experience and/or each additional year of approved work experience may be substituted for one year of required formal education.





MINIMUM QUALIFICATIONS:



Education/Experience:

Bachelor's degree and 7 years of experience OR equivalent combination of 11 years of education and experience after completion of high school. Education and experience must be in accounting, auditing, business, economics, finance, computer information systems, or a related field, and include at least 4 years in a high-level supervisory or management role.


License/Certification:

Valid driver's license

2. Must be willing to travel in-state for a considerable portion of the working time and occasionally out-of-state.


Trainee Option:

Candidates with an equivalent combination of 10+ years of relevant education and experience after completion of high school may be considered and hired in 'trainee status' for this position


PREFERRED QUALIFICATIONS:



Experience with corporate tax accounting and familiarity with electronic data processing methods and procedures.

The work of an employee in trainee status in this position shall be overseen by a fully qualified individual. An employee in trainee status shall meet the minimum qualifications within the period of time specified on the SJD, not to exceed one year of being hired into this position.


Responsibilities:





Administers, plans, develops, evaluates and provides comprehensive training programs on state tax law and audit techniques for the In-State Bureau.


Evaluates bureau operations for effectiveness and proper allocation of Division resources. Implements resource allocation and program changes.


Achieves, maintains, and proficiently applies a thorough understanding of management techniques, as well as advanced substantive tax concepts, to effectively oversee operations of the bureau.


Oversees and manages assignment of all work inventory, including complex field audit cases, to subordinate Tax Field Auditors using various inventory selection tools and techniques. Monitors and evaluates auditor workload to ensure adequate inventories, and that cases are progressing as required.


Drafts persuasive memoranda and briefs for submission during formal administrative hearing process.


Conducts or oversees all personnel matters for bureau, including timely performance reviews and discussions, recommending incremental salary increases, as appropriate, increment approval, and disciplinary actions as necessary.


Serves as an audit representative on the NH Administrative Rule drafting team. Provides testimony for the department and testifies before state legislative committees as required. Presents the agency's position during the conduct of formal hearings and trials, or informal conferences as necessary.


Develops audit methods and updates the same in response to amendments of federal and state laws. Prepares the bureau's audit plans and strategies for review and approval by the Director of the Audit Division.


Demonstrates behavior consistent with the Department's Code of Respect in the Workplace. Uphold the Department's core values of respect and teamwork. Demonstrates compliance with Dept. policies and procedures.


Maintains strict adherence to the departmental laws and regulations pertaining to confidentiality of all tax information obtained from records, files, tax returns, and departmental investigations. Instructs division personnel in the confidentiality requirements of the various tax laws administered by the department.
