The State of New Hampshire, Revenue Administration, Taxpayer Services has a full-time vacancy for a Tax Examiner III.


Summary:





Examine taxpayer returns, audit settlement agreements, and other tax information for accuracy; identify discrepancies, investigate issues, and contact taxpayers as necessary. Maintain all assigned case files and perform ongoing case management activities in accordance with NH tax laws, Administrative Rules, and Department policies, ensuring all statutory deadlines are met.

: Each additional year of approved formal education may be substituted for one year of required work experience and/or each additional year of approved work experience may be substituted for one year of required formal education.

MINIMUM QUALIFICATIONS:



Education/Experience:

Associate's degree and 1 year of experience OR equivalent combination of 3 years of education and experience after completion of high school. Education and experience must be in accounting, auditing, business, economics, finance, computer information systems or a related field.


License/Certification:

Trainee Option:

Candidates with an equivalent combination of 2+ years of relevant education and experience after completion of high school may be considered and hired in 'trainee status' for this position.

The work of an employee in trainee status in this position shall be overseen by a fully qualified individual. An employee in trainee status shall meet the minimum qualifications within the period of time specified on the SJD, not to exceed one year of being hired into this position.


Responsibilities:





Investigates tax returns that reflect an improper interpretation of the New Hampshire statute by obtaining specific explanations of transactions from the taxpayer to determine the correct characterization of income or expenses.


Reviews taxpayers' records for discrepancies identified on tax documents. Makes corrections to tax returns/documents as required and determine if further action is necessary. Initiates Notices of Credit Adjustments and Notices of Assessment, which include system-generated calculations of interest and penalties for late payment of tax and/or filing of returns, for supervisor approval.


Reviews audit settlement agreements, IRS Report of Change returns, and complete audit adjustments to reconcile taxpayer accounts in Revenue systems. Reviews and prepares for approval taxpayer requests for Withdrawal, Dissolution, and Good Standing Certificates.


Answers taxpayer inquiries in person and by telephone, either in the call center or on a rotating schedule, in order to provide instructions on forms and procedures; requests supporting documentation in accordance with state tax laws, rules, and Department policies. Identifies and escalates priority issues. Routes calls requiring additional expertise to appropriate personnel.


Applies New Hampshire tax laws, administrative rules, and Department policies when interacting with taxpayers to ascertain correct filing practices. Contacts taxpayers by mail or telephone to address discrepancies, request supporting documentation, and manage cases to ensure issue resolution.


Performs tax year testing to ensures that tax documents are processed correctly through Revenue Systems, analyzing the test data for accuracy.


Maintains strict adherence to departmental laws and regulations regarding the confidentiality of all tax information obtained from records, files, tax returns, and departmental investigations.


Upholds the Department's core values of respect and teamwork. Demonstrates behavior consistent with the Department's Code of Respect in the Workplace.
