Job Description


Nature of Work

The Tax Division is seeking a highly motivated individual to serve as one of two Assistant Directors of Property Tax. This position assists the Division Director in the day-to-day operations of Property Tax, and more specifically manages the administration and monitoring of property tax appraisals with all 55 County Assessors. The Assistant Director works in collaboration with Property Tax management to develop, coordinate, and implement standard operating procedures and policies for all duties assigned to Property Tax.

The Assistant Director duties include:

  • Drafting, interpreting, and enforcing State laws, administrative rules, and regulations that relate to Property Tax as well as the Tax Division as a whole;
  • Managing staff work and personnel matters;
  • Developing staff training and procedures;
  • Evaluating existing programs and making recommendations to implement, improve, or revise procedures or systems; and
  • Reviewing and analyzing proposed and new legislation in collaboration with other personnel to prepare fiscal note information and assess potential impacts to Property Tax procedures or systems.
The Assistant director performs work with minimum supervision and has flexibility in managing their workload. Some skill requirements of the position are as follows:
  • Significant computer skills;
  • The ability to learn and fully utilize standard tax administration systems;
  • Proficiency with Google office software as well as Microsoft PowerPoint and Excel;
  • Conflict mediation and management of internal staff as well as outside stakeholders; ? Professional communication skills, both written and verbal;
  • High level problem solving and adaptability; and
  • The ability to read, interpret, and apply State tax law and general accounting principles.
Occasional travel is required, so a valid driver\'s license is required. Preference will be given to candidates with a strong working knowledge of West Virginia property tax administration, laws, rules, and regulations. Final candidates are subject to a reference verification, criminal background check, and tax compliance check.

Minimum Qualifications

Training: Bachelor\'s degree from an accredited college or university.
OR
Substitution: Additional full-time or equivalent part-time paid employment in business administration, public administration, or a related professional field may be substituted for the required training on a year-for-year basis.
AND
Experience: Four (4) years of full-time or equivalent part-time paid experience in the areas of taxation, accounting and/or auditing, three (3) years of which must have been in an administrative or supervisory capacity.
OR
Substitution: A Certified Public Accountant (CPA) certification will substitute for the required experience. Graduate course studies will substitute at the rate of fifteen (15) hours for every year of non-supervisory experience. A Doctorate of Jurisprudence will substitute for two (2) years of the non-supervisory experience.
