The Synar Coordinator position is a full-time contracted position located in the Division of Public and Behavioral Health (DPBH) Carson City, Nevada office. The position will focus on tobacco control efforts in Nevada to improve the state's monthly and annual Retail Violation Rates (RVR) and improve Synar surveillance, analysis, and evaluation. The incumbent will be overseen by the Tobacco Control Program within the Bureau of Child, Family, and Community Wellness but work closely with the Bureau of Behavioral Health, Wellness, and Prevention which is responsible for compliance with the Synar Amendment under the Substance Use, Prevention, and Recovery Services (SUPTRS)Block Grant. The Synar Coordinator will conduct research, analyze data, produce reports to inform decision-making and resource allocation processes, and collaborate with multiple agencies to implement the Synar Program requirements in Nevada. This is a contract position for the remainder of the federal fiscal year, expected to start January 1, 2026, and end on September 30, 2026.
Responsibilities and Standards:
Research tobacco control polices at federal and state levels to develop a report on identified gaps affecting Nevada and assessing Nevada's best practices
Provide technical assistance to state and local health departments in identifying strategies to reduce youth tobacco use
Develop and produce reports analyzing the effectiveness of health resource allocation related to tobacco control efforts that improve Nevada's Synar compliance rates
Develop recommendations for changes to health policy and programmatic efforts related to tobacco control, particularly retail violation rate compliance
Coordinate with stakeholders and partners, including local health authorities, tribal partners, and rural coalitions, to support efforts in the state to reduce the RVR to less than 12% per the 2023-2027 Synar Strategic Plan
Develop new strategies and merchant education training to prevent underage tobacco sales
Schedule and lead at least one meeting each month of the State Synar Team, including agenda development, meeting notes, and notes sharing
Select and research four states with relatively similar geography to Nevada that have an RVR of 10% or lower to determine ways Nevada may improve its annual RVR
Write one recommendation report to present to the State Synar Team
Actively participate in at least two meetings and webinars monthly related to Synar and the programs of other states to create one list of new protocols, successes, and challenges to inform policy makers within the State Synar Team
Promote the Responsible Tobacco Nevada website as outlined in a service agreement with the owner of the website
Collaborate with the Nevada Cancer Coalition and the Nevada Tobacco Control and Smoke Free Coalition
Collaborate with the Nevada Cancer Coalition and other partners to develop the protocol for the 2026 Synar Coverage Study
Attend one annual conference related to Tobacco and Health
Other activities outlined in the Scope of Work as directed
Requirements (Education, experience and/or professional licensure):
Bachelor's or master's degree in public health, health services, health management, or a related field
Previous experience in data analysis, health services, tobacco control, youth prevention, or related fields
Proficient in Excel
Strong written and verbal communication skills with the ability to present complex data to diverse audiences
Ability to work independently and as part of a team
Ability to travel by plane and car to meet with partners and attend a national conference, as outlined in the scope of work
Background check and fingerprinting required

Familiarity with health resource allocation and health disparities issues in the context of tobacco control
Knowledge of public health policies, procedures, and regulations related to tobacco control and youth prevention
