Duties

The Congressional Research Service (CRS), Office of Legislative Information Services (LIS) is seeking a Supervisory Legislative Analyst. LIS is the organization within CRS and the Library of Congress that is mandated to produce summaries of legislation for the United States Congress. These summaries are considered to be authoritative for Federal legislation: they are consulted widely by lawmakers, policymakers, academics, and members of the public who are seeking accurate, objective information on both new and amended Federal legislation.

CRS works exclusively for the United States Congress, providing policy and legal analysis to committees and Members of both the House and Senate, regardless of party affiliation. As a legislative branch agency within the Library of Congress, CRS is a valued and respected resource on Capitol Hill.

CRS is well known for analysis that is authoritative, confidential, objective and nonpartisan. Its highest priority is to ensure that Congress has immediate access to the nation\'s best thinking on public policy issues of interest to its Members and Committees.

The Supervisory Legislative Analyst will monitor, manage, review, and edit the work of legislative analysts responsible for timely and authoritative descriptions of legislative measures. In addition, the Supervisory Legislative Analyst will take a leading role in the development of editorial and workload management practices and policies and help to guide development and assessment of innovative products and automated systems for the acquisition and analysis of legislative information. The ideal candidate should have knowledge of the Federal legislative process as well as superior editorial skills.

The Supervisory Legislative Analyst\xe2\x80\x99s duties include:
  • Leads a team of legislative analysts in performing their statutory functions.
  • Serves as an expert for questions concerning bill summaries and other services provided by LASS.
  • Serves as an authority on the interpretation and meaning of legislative texts and bodies of law or legislation, including their effects on public law
  • Assist with managing the Section\xe2\x80\x99s workflow, including by working with staff to expedite priorities
  • Takes a leading role in consultation with contractors, CRS, and LOC staff concerning the design, development, testing, maintenance of, and improvements to technical systems for the analysis, processing, and publication of Section products or legislative documents.

Although it is the Library\'s policy to afford the maximum pay benefit to employees when setting rates of pay, a new appointee who has had no previous Federal service will generally be paid at step one of the grade.
