The New Mexico Department of Transportation (NMDOT) provides a safe and efficient transportation system for the traveling public while promoting economic development and preserving New Mexico's environment. The Procurement Division is responsible to secure the procurement of commodities at the best obtainable price and delivery while maximizing service to our customers both internal and external. The Purchasing Division is able to research, coordinate, and consolidate purchasing requirements and establish Price Agreements/Contracts for G.O. and Districts. Along with, handling the Departments contracts for Information Systems and special projects through the RFP process and contracts for Capital Improvement Projects.

Why does the job exist?



The Purchasing Supervisor is responsible for overseeing and facilitating the IT procurement and general services procurement processes for the NMDOT Procurement Division. This position ensures all purchasing activities comply with state procurement laws, department policies, and established procedures while maintaining a strong focus on customer service and operational efficiency. This position manages the daily operations of the procurement unit, providing supervision, guidance, and support to all staff in processing purchase orders, Invitation to Bid (ITB), and Request for Proposals (RFP) for all districts and bureaus within NMDOT.

How does it get done?



This position serves as a key liaison between NMDOT and the General Services Department (GSD), and internal NMDOT programs to coordinate procurement activities and ensure consistent communication and compliance across all divisions. This position is responsible for reviewing, auditing, and approving purchase orders and procurement documents to verify accuracy and adherence to regulations. The role also assists in the preparation and advertisement ITBS, RFPS, and other solicitation documents, as well as managing and executing NMDOT price agreements and IT contracts. This position must provide leadership and training to procurement staff, ensuring that employees understand and apply state purchasing regulations and best practices. The position requires strong analytical, organizational, and communication skills, along with the ability to build and maintain effective relationships with vendors, internal departments, and external agencies.

Minimum Qualification



Bachelor's degree in Business or Accounting and Finance and two (2) years of experience in accounting, finance, purchasing, procurement, and/or warehouse clerking. Any combination of education from an accredited college or university in a related field and/or direct experience in this occupation totaling six (6) years may substitute for the required education and experience.

Employment Requirements



Must possess and maintain a valid Driver's License. Business Reference check and Driver's License verification are required and employment is conditional pending results.

Working Conditions



Work is performed in an office setting with exposure to Visual/Video Display Terminal (VDT) and extensive personal computer and phone usage. Some sitting, standing, bending and reaching may be required. Must be able to lift 25 lbs.
