The Opportunity


WSDOT is currently seeking a motivated individual with strong technical skills to fill a Transportation Engineer 3 vacancy located in Lacey, WA. This position will serve as the Supervisor of Survey Parties, responsible for regionwide survey assistance and development in the Olympic Region (OR). The primary duties of the position include managing survey crews and ensuring accuracy and quality of survey products. In this role, you will also support Land Survey operations in all aspects of the WSDOT program. This position supports the Department's mission by ensuring highway projects are designed and constructed in compliance with established Department standards.

What to Expect


Among the varied range of responsibilities held within this role, the Supervisor of Survey Parties will:Schedule, manage, assign, and sometimes participate in Survey Crews' activities. Provide supervision, guidance, and training to the survey crews in collecting and processing survey data. Provide Region assistance of Global Positioning System (GPS) usage as it applies to survey control and data acquisition for project delivery. Spot check the collected data to ensure quality and accuracy and direct the organization and filing of the data. Utilize Computer Aided Engineering programs, and other software to format raw survey data into a final format for delivery. Participate in the development of work plans for projects and then execute the field data collection. Work with engineers to schedule the crew's priorities to meet the needs of the OR. Prepare right of way base maps for project offices; interpret right of way and construction plans. Calculate boundary lines from deeds and title reports. Respond to the requests of private citizens, public agencies, developers, private engineers, public utilities, and land surveyors seeking information such as Right of Way dimensions, property ownerships, access control and monumentation.
This position works in an open office environment, with occasional site visits in the field, with typical on-site hazards including traffic, uneven terrain, and open water.

Qualifications


To be considered for this opportunity, the following competencies are required:

Survey Knowledge:

Demonstrated technical expertise and professional knowledge in land surveying, geospatial data collection, and data processing to ensure high-quality and accurate survey deliverables; Knowledge and understanding of surveying principles, practices and methods and ability to apply them to complex survey problems to ensure compliance with statutes, industry standards and procedures.

Engineering Knowledge:

Experience independently applying standard transportation engineering procedures and techniques to accomplish a wide variety of work in the office or field.

Technical Communication:

Skills to effectively communicate technical information, both verbally and in writing, to a diverse audience including those with non-technical backgrounds.

Software Proficiency:

Proficient in operating engineering and drafting software, such as MicroStation, InRoads, or OpenRoads. Proficient in operating Windows-based computer software, such as MS Office Suite and virtual meeting software, such as MS Teams.

Leadership & Supervision:

Skills to lead and supervise a diverse workforce by fostering collaboration across boundaries, building and maintaining effective teams, coaching and mentoring staff, and encouraging engagement and professional growth.

Respectful Workplace:

The ability to take action to learn and grow. The ability to take action to meet the needs of others.

In addition to the above, the following are also required:A valid driver's license and the ability to operate state-owned vehicles. Ability to traverse rough, step, and uneven terrain.
It is preferred that qualified candidates also have:

Professional Licensure or Education:

Completion of certifications (such as Land Surveyor in Training (LSIT)) or possession of professional licenses (such as Washington State Professional Land Surveyor (PLS)), or college degree in survey related studies.
