DESCRIPTION

THE COMMUNITY
Ideally located on the Pacific Ocean south of Los Angeles, adjacent to Orange County, the City of Long Beach, California (population 470,000) is frequently described as a series of strong, diverse interwoven smaller communities within a large city. CITY GOVERNMENT
Long Beach, a charter city formed in 1897, is governed by nine City Council Members elected by district and a city-wide elected Mayor. Other elected officials include the City Attorney, City Auditor, and City Prosecutor. The elected officials are elected to staggered four-year terms. The City Council appoints the City Manager and City Clerk. The City Manager is responsible for the efficient administration of all City departments, excluding those under the direction of a separately elected official, Board or Commission. Long Beach is one of only three cities in California with its own Health Department and one of the very few municipalities with its own Water and Energy Resources Departments. In 2019, the City of Long Beach and Plenary Properties Long Beach unveiled the completion of the new four-building Long Beach Civic Center, which includes a new City Hall and Port Administration Building. The tree-lined pedestrian plaza is reflective of an innovative public-private partnership and the Civic Center is designed to revitalize the civic core of downtown to serve residents, attract visitors, and provide safe and efficient city operations. The City is supported by a FY2023 total budget of $3.2 billion with a General Fund budget of $669 million. It has a FY 2023 Capital Improvement Budget of $500 million. Long Beach employs approximately 6,048 full-time equivalent staff.

THE DEPARTMENT & THE BUREAU
The Department of Parks, Recreation and Marine is a nationally recognized and award-winning organization with 1,100 full-time/part time staff and a budget of $74 million. The Department oversees facilities and programs that reflect the needs and interests of a culturally diverse community, including: 170 parks with more than 3,200 acres devoted to open space and recreation, 27 community centers, 3 public pools, 6 miles of beaches, and 3 marinas.

The Long Beach climate and waterfront conditions are second to none, since the City of Long Beach is located on the coast of Southern California and has near shore waters protected by a series of breakwaters. The Department\'s Marine Bureau has many wonderful waterfront assets to offer to our visitors. The Marine Bureau manages over 3,200 boat slips in three marinas, as well as a thriving commercial harbor that provides many enjoyable on-water activities. In addition, the Bureau manages 11 miles of recreational beach and waterfront, five launch ramp facilities, a rowing/water-skiing facility, a public pier, beach restrooms, waterfront landscaping, playgrounds, and many other recreational opportunities.

EXAMPLES OF DUTIES

The Department of Parks, Recreation and Marine is seeking an energetic and dedicated Superintendent of Marina Operations to be responsible for the day-to-day management of the City\'s three municipal marinas. This position will report to the Marine Bureau Manager.

The duties and responsibilities for this position include:

  • Select, train, motivate, and discipline subordinate employees;
  • Provide coordination of capital projects in the Marine Bureau;
  • Ensure lease and contract compliance through active monitoring;
  • Coordinate special events and filming activities that take place in the Marine Bureau;
  • Prepare and monitor the Bureau\'s budget, purchasing and cash handling operations;
  • Prepare, present, and facilitate written and oral reports for various audiences, including commissions, the City Council, and community groups;
  • Perform other related duties as required.
REQUIREMENTS TO FILE

This position is open to all candidates who meet the following minimum qualifications:
  • Graduation from an accredited college or university with a Bachelor\'s Degree in Public Administration, Business Administration, or a closely related field (experience offering specific and substantial preparation for the duties of the position may be substituted for the required education on a year-for-year basis);
  • Three (3) years of progressively responsible administrative and supervisory-related experience;
  • Experience with financial systems, personnel rules and/or budget development;
  • Candidates must possess a valid motor vehicle operator\'s license at the time of selection.
DESIRABLE QUALIFICATIONS
  • Experience working for a public agency;
  • Experience working in a marina-related environment.
The successful candidate will possess the following:
  • Outstanding customer service and strong organizational skills;
  • Excellent oral, written and public presentation skills;
  • Ability to be sensitive to the Bureau\'s customers, community groups and community leaders;
  • Ability to work independently and exercise good judgment.

Employee Benefits

The City of Long Beach offers its employees opportunities to grow personally and professionally. As a permanent employee, you are eligible to receive fringe benefits that include:
  • Retirement: California Public Employees\' Retirement System (PERS) defined benefit retirement plan, which is coordinated with Social Security. The benefit is 2.5% @55 for "Classic" members and 2%@62 for new members as defined by PEPRA. Subject to employee contribution. Both the City and the employee contributes toward CalPERS retirement contributions. The city also participates in Social Security.
  • Health and Dental Insurance: The City offers the choice of HMO and PPO plans. The city pays major portion of the premium for employee and dependents depending on the health/ dental plan selected.
  • Life Insurance: City-paid term life insurance policy equal to three (3) times annual salary to a maximum of $500,000.
  • Disability Insurance: City-paid short-term and long-term disability insurance.
  • Management Physical: Annual City-paid physical examination.
  • Vacation: Twelve (12) vacation days after the first year of service; 15 days after four years, six months of service; 20 days after 19 years, six months of service.
  • Executive Leave: Forty (40) hours Executive Leave per year. The City Manager has discretion to grant an additional 40 hours each year.
  • Sick Leave: One day earned per month; unlimited accumulation; conversion upon retirement to cash credit toward health and/or dental insurance premiums, or to pension credits.
  • Holidays: Eleven (11) designated holidays per year, plus four personal holidays to be used at the employee\'s discretion.
  • Transportation Allowance: $450 per month.
  • Deferred Compensation Plan: Optional for employee contribution to a supplementary retirement savings program available through Mission Square Retirement formerly ICMA-RC Retirement Corporation). City contributes 1% of employee\'s base pay to the employee\'s 401(a) plan; effective September 30, 2022, the City will contribute 2% of employee\'s base pay to the employee\'s 401(a) account. Employees may opt to contribute up to the IRS annual limits as well.
  • Flexible Spending Account (FSA): Optional election for employees to reduce taxable income for payment of allowable childcare or medical expenses.
  • Flexible/Hybrid Work Schedule: Available (subject to City Manager approval).
  • Paid Parental Leave: After six (6) months of City employment; up to 30 calendar days (160 hours) of PPL, taken in full-day increments, in connection with the birth, adoption, or foster placement of a child, up to the age of seventeen (17).
