About Us
The NC Department of Administration is the business manager for North Carolina state government. The department oversees Government Operations such as building construction, purchasing and contracting for goods and services, maintaining facilities, managing state vehicles, acquiring and disposing of real property, and operating auxiliary services such as courier mail delivery and the sale of state and federal surplus property. Additionally, the department manages many of the state's advocacy programs that provide assistance and services to diverse segments of the state's population that have been traditionally underserved.

Division: Legal Affairs
Job Duties: The Legal Affairs Division of the North Carolina Department of Agriculture and Consumer Services (the "Department") provides legal advice to the North Carolina Commissioner of Agriculture and the Department's 24 divisions. The successful candidate for this internship will assist the Legal Affairs Division in this regard.
Major Task to be Performed: The successful candidate for this internship will assist the Legal Affairs Division with: responding to public records requests; reviewing and editing contracts; reviewing and editing leases, deeds, easements, and other real property documents; conducting legal research, including federal and state constitutional, statutory, case, and administrative code law; analyzing proposed state and federal legislation and regulations and their effects on agriculture, agribusiness, and the operations of the Department; assisting with civil and appellate litigation involving or of interest to the Department; attending and representing the Department at board and commission meetings and other events throughout North Carolina; assisting the North Carolina Forest Service and State Fair Police regarding criminal matters; and other duties as assigned by the Commissioner.
Final Product or Outcome Anticipated: The Department aims to provide the intern with the valuable experience of working in an in-house legal department of state government supporting North Carolina's #1 industry: agriculture and agribusiness. The Department hopes to gain high-quality work that helps the Department fulfill its goals.
Academic Majors Desired: Applicants must have an undergraduate degree and must be currently enrolled in law school.
2026 State of North Carolina Internship Period: Monday, May 18 - Friday, July 24, 2026
Knowledge, Skills and Abilities / Competencies:
Applicants must have an undergraduate degree and must be currently enrolled in law school. Qualified applicants must document on the application that they possess all of the following:
Ability to develop and maintain knowledge of case, statutory, regulatory, constitutional, and common law, with an additional emphasis on Agriculture Law, Contract Law, Real Property Law, Administrative Law, Public Records, Civil and Appellate Litigation, and Criminal Law.
Ability to develop and maintain knowledge of judicial and quasi-judicial procedure.
Ability to:

  • Interpret and apply laws, constitutions, statutes, regulations, court decisions, legal principles, and other precedent;
  • Analyze facts, evidence, legal principles, and legal instruments;
  • Express arguments and conclusions clearly and logically in oral and written form;
  • Recognize significant issues and creatively develop strategy and tactics in cases;
  • Analyze legal problems and render informal and formal opinions; and
  • Establish and maintain effective working relationships.
The following are preferred but not required: (1) individuals with prior experience in farming, agriculture, or agribusiness; (2) individuals with prior work experience, particularly in military or law enforcement; and (3) individuals with a rural background (particularly individuals from rural North Carolina).
Minimum Education and Experience Requirements:
  • An applicant must be a permanent North Carolina resident attending a college, university, law school, community college or technical institute in North Carolina or a North Carolina resident attending an equivalent institution out of state.
  • Applicants must carry a 2.5 or greater overall grade point average on a 4.0 scale.
  • Applicant must be a high school graduate and at least 18 years old by January 1, 2026.
  • Applicants must be continuing their education in the fall following their participation in the program.
  • To qualify for a law internship, applicants must have completed at least one year of law school before the beginning of the internship, unless other majors are listed.
  • Students having previously held paid internships with this program are not eligible to apply.
  • Applicants must be willing and able to work full-time for the entire 10-week internship. Applicants must be able to provide legal proof of identity and work authorization within three working days of employment.
This position will close at 11:59 p.m. the night before the end date.
