The Behavioral Health Services (BHS) unit at the Oregon State Penitentiary (OSP) in Salem, Oregon is actively recruiting for a Substance Use Disorder (SUD) treatment Program Manager. This is a Treatment Services Manager 2 position. If you are selected, you will become part of the Department of Corrections management team. This recruitment will be used to establish a list of qualified candidates and may be used to fill future vacancies.

This position may be eligible for Police & Fire (P&F) benefits through Public Employees Retirement System (PERS), as defined by statute.

What you will be doing

The purpose of this position is to oversee the operations of a Substance Use Disorder (SUD) treatment program, including program implementation, development of policy and procedures, program management, staff meetings, individual and group supervisory sessions, ongoing staff training, multidisciplinary teamwork, and delivery of clinical services. This position supervises treatment staff, support staff, adult in custody (AIC) recovery mentors, and the provision of treatment services to AICs who have substance use disorders. This position evaluates the quality of program and treatment services, maintains integrity of departmental clinical practices, maintains compliance with statutes, rules, and regulations, develops work procedures, establishes work schedules, monitors work performance, and tracks program data. The SUD Treatment Program Manager has contact with all levels of institution staff, as well as other agencies, individuals, and groups that interface with the ODOC.

Minimum Qualifications

Six years of supervision, management, or progressively-related experience.

OR

Three years of progressively-related experience and a bachelor\xe2\x80\x99s degree in a related field of study.

Progressively-related experience may include program/project leader work involving one or more of the following areas: a) development of program rules and policies, b) development of long- and short-range goals and plans, c) program evaluation and/or project evaluation, or d) monitoring and controlling or preparing a budget.

Additional Requirements:

The individual must be currently credentialed as a Certified Alcohol and Drug Counselor \xe2\x80\x93 II (CADC-II) with the Mental Health and Addiction Certification Board of Oregon (MHACBO).

AND

This position requires expertise in evidence-based practices for the treatment of substance use disorders, with insight to the application of these practices in a correctional setting; an in-depth understanding of gender-inclusive and trauma-informed practices; and the ability to supervise the treatment of individuals with substance use disorders inside a prison setting.

Desired Attributes:

Familiarity with the chronic disease approach to substance use disorder treatment

Experience working with Certified Recovery Mentors, Peer Support Specialists, or other peer-recovery-based approaches

Working Conditions

These positions:

perform work inside an adult prison;

have contact with adults in custody (AIC) during treatment/consultation, at times out of visual range of security staff;

are exposed to AICs that may become physically and/or verbally abusive; and

require vigilance and awareness.

Requirements for Employment

You must be able to pass a Criminal Justice Information Systems (CJIS) fingerprint-based background check and maintain CJIS eligibility. Due to CJIS requirements related to system access, the following convictions are likely to result in being disqualified for this position: felony convictions, computer theft, identify theft and fraud. CJIS clearance is done at the conditional job offer.

The salary range listed above is for non-PERS qualifying applicants. PERS qualifying applicants may be eligible for an adjusted range.
