The State Authorization Specialist (SAS) manages critical functions related to state authorization and related external compliance. The role is responsible for applying for and obtaining new state authorization approvals and exemptions from states outside of California and maintaining existing exemptions and approvals. The position serves as the primary contact between CIIS and state authorization commissions and serves as the institutional authority on regulations and requirements for authorization of out-of-state educational activities. The role encompasses organizing and developing tracking mechanisms to stay caught up with state authorization regulations and laws to ensure institutional compliance for the programs being offered, including researching state regulations and updating internal tracking documents. The position is tasked with meeting regulatory requirements, adhering to compliance mandates, and communicating compliance-related obligations, including the dissemination of disclosures to students related to state authorization and clinical placements and professional licensure. The State Authorization Specialist reports to the Dean of Admissions & Financial Aid.

ESSENTIAL DUTIES AND RESPONSIBILITIES

Work performed by this position falls within three broad categories:
(1) managing compliance-related operations associated with state authorization, which foremost includes applying to and obtaining new state authorizations, as well as tracking and maintaining existing exemptions and approvals; (2) ensuring the university meets public disclosure and consumer information requirements associated with this area; and (3) developing and maintaining documentation needed for state authorization.

The SAS assembles documents required to submit applications to states for authorization. These documents encompass application forms, reports, payments, and communications to and from CIIS and state regulators. Further, the SAS maintains a calendar of state authorization renewals, tracking due dates, renewal documents, and renewal fees.

The SAS executes and supports tasks to help ensure that the university is in compliance with all relevant state, federal, and international regulations related to state authorization. These include, but are not limited to, collecting and organizing documentation, preparing reports, and updating content on the CIIS website, in the academic catalog, and on the enrollment agreement.

Working cooperatively with the CIIS Office of Communications, the Admissions Office, Information Technology, and academic program coordinators and managers, the SAS provides required disclosures and notifications to prospective and current students concerning state authorizations and professional licensure.

The SAS utilizes available and relevant technologies (such as Microsoft Office, SharePoint, OneDrive etc.) to organize and track tasks, and to collect and organize documents.

The SAS prepares and distributes the agenda for regular state authorization meetings.

Job Requirements:

MINIMUM QUALIFICATIONS

  • Bachelor\'s degree from an accredited college or university required
  • Detail oriented, highly organized, and able to manage multiple priorities
  • Excellent written and verbal communication skills
  • Minimum of two years of related or transferable experience (e.g., policy analysis, compliance management, records management etc.)
  • Documented ability to read, interpret, analyze, and explain regulatory, licensure, and policy documents and requirements
  • Ability to use discretion, maintain confidentiality, and manage sensitive and confidential information.
  • Evidence of successful self-directed work with minimal supervision
  • Ability to synthesize complex and diverse information, with strong writing skills for communicating complex issues to general audiences
  • Experience working in cross-departmental collaborative teams, and ability to effectively and professionally interact with administrators, academic department chairs, and staff and faculty members
  • A strong working knowledge of Office 365, especially Word, Excel, and PowerPoint and ability to use technology for document management and retention (e.g., SharePoint, OneDrive, etc.)

  • Master\'s degree from an accredited college or university
  • Experience with state authorization
  • Experience with regulatory compliance reporting
Additional Information:

SALARY RANGE

$63,000-$65,000 annually

ENVIRONMENTAL DEMANDS

Work performed mostly alone with ability to work remotely some days. Collaboration and constant work around and with other people, some of it remote, some in person at the campus.

PHYSICAL ABILITIES

This position requires attention to detail, good memory, ability to work under deadline pressure, sitting for long periods of time, oral and written communication, keyboarding for significant portions of the workday, patience, and tact to perform the essential functions.
