Job Description

CyberStorm Defense(TM) is seeking a detail-oriented Standards & Rulemaking Analyst to support the Federal Aviation Administration (FAA) and Department of Transportation (DOT) in developing, analyzing, and harmonizing aviation regulations, technical standards, and policy frameworks governing the National Airspace System (NAS).

This role supports the Office of Aviation Safety (AVS), Rulemaking Divisions (ARM/AIR), and Program Management Organization (PMO) by translating technical requirements and emerging technologies into policy recommendations and regulatory language consistent with the FAA AMS and international standards bodies (ICAO, RTCA, EUROCAE).

Key Responsibilities:



Conduct research and impact analyses on proposed aviation rules and standards affecting NAS systems and operations. Draft, review, and coordinate rulemaking documents, Notices of Proposed Rulemaking (NPRMs), and Final Rules in collaboration with FAA legal and technical offices. Support FAA participation in domestic and international standards committees (e.g., RTCA SC-, EUROCAE WG-, ICAO Panels). Analyze alignment between FAA policies and industry standards (DO-178C, DO-254, ARP4754A, AS9100, ISO/IEC 27001). Provide policy support for emerging domains such as UAS, AAM, cybersecurity, and AI/automation in aviation systems. Develop briefings, white papers, and technical recommendations for senior FAA and DOT leadership. Track international regulatory trends to advise on harmonization and bilateral aviation safety agreements (BASA). Coordinate rulemaking activities with stakeholders across AVS, ATO, and industry partners.

Mandatory Qualifications:



10 + years of experience in aviation regulatory analysis, policy development, or standards engineering supporting FAA, DOT, or international civil aviation authorities. Demonstrated knowledge of FAA Rulemaking Process, Administrative Procedure Act (APA), and FAA AMS policy. Experience with technical standards and safety frameworks (ARP4754A, DO-178C/DO-254, ISO/IEC standards). Strong writing skills for formal policy, technical reports, and Federal Register notices. Bachelor's or Master's in Aerospace Engineering, Systems Engineering, Public Policy, or Law.

Preferred Qualifications:



Prior support to FAA AVS, ARM, or NextGen offices. Familiarity with ICAO Annex 19, Annex 8, and related standards. Experience engaging with industry groups (RTCA, SAE, ASTM, EUROCAE). Certifications: PMP, INCOSE CSEP, or Aviation Safety Certificate. Active Public Trust or Secret clearance preferred.

Pay: $100,000.00 - $155,000.00 per year
