The Office of Legislation (OOL) is announcing a Staff Services Manager I (SSMI) Specialist position. Under the general direction of OOL's Staff Services Manager II, the Staff Services Manager I Specialist (SSMI) will be primarily responsible for identifying, analyzing, and working with departmental staff to develop policy recommendations on Congressional legislation and regulatory activity of the Federal Administration for the Directorate, the CA Health and Human Services Agency, and the Governor's Office. The SSMI will manage development of the recommendations, as well as interfacing with key stakeholders throughout the legislative process. The incumbent's primary focus will be federal legislation, but also may help with the analysis of state legislation. Duties also may include handling constituent and legislative office inquires and assisting in the preparation of legislative reports.

Working Conditions


This position will be headquartered at 744 P Street in downtown Sacramento. This position is eligible for telework; however, the employee will be required to report to the office two days per week. Telework and in-office requirements are subject to change based on operational needs.



This position is eligible for

hybrid work

in accordance with the Governor's Executive Order N-22-25 and at the sole discretion of the Department of Social Servicesunder California Government Code Section 14200. All telework schedules are subject to change and may be re-evaluated at any time. The incumbent will be expected to report for in office work and attend work related in-person events as deemed operationally necessary. Telework does not change the terms and conditions of employment, the essential functions of job duties, or required compliance with the CDSS policies. The Office of Legislation serves as the focal point for all legislative activities and provides support to the Director, the executive staff, and other divisions within the Department. The Office of Legislation is responsible for state and federal legislative matters, for obtaining successful passage of Administration and departmental policies which require legislative authority, as well as for communicating to the Legislature formal positions of support or opposition on bills which have a potential impact (positive or negative) to the Department's program areas. The Office of Legislation leads the Department's response for constituent issues to the 120 members of the Legislature and California Congressional Delegation.
