Description
Kentucky Public Pensions Authority (KPPA) is currently seeking a Staff Attorney III its Office of Operations, Administrative Hearings Branch. This Staff Attorney III position will serve as an Administrative Hearing Officer for the Kentucky Public Pensions Authority. Located in Frankfort, Kentucky, KPPA is responsible for the daily administration of three state administered retirement systems with over $29 billion in combined assets. These systems have a membership of more than 444,000 state and local government employees in the Commonwealth of Kentucky, including state employees, state police officers, city and county employees, as well as non-teaching staff of local school boards and regional universities.



Key Responsibilities:
Adjudicating Chapter 13B administrative hearings, primarily involving disability cases Conducting status conferences Drafting Recommended Orders Tracking caseload

Preferred Knowledge/Skills/Abilities:
Experience as a hearing officer Experience or knowledge with Kentucky disability law Experience with KRS Chapter 13B Experience with administrative hearings and case management Communicate effectively in writing and verbally, in a logical, concise, and timely manner Reliable team player with experience as a licensed attorney in the practice of law Displays a high degree of self-motivation, discipline, and initiative Ability to establish and maintain effective working relationships with legal and non-legal staff members, Agency Executives, and Division Directors Strong legal research skills Performs well under pressure while maintaining a calm demeanor Demonstrates excellent attention to detail Excellent time management and organizational skills Experience with reviewing medical records Available for occasional overtime associated with administrative hearing process

EXPERIENCE, TRAINING, OR SKILLS:

Must have two years experience as a licensed attorney in the practice of law.



Substitute EDUCATION for EXPERIENCE:

A Master of Laws degree (LL.M.) will substitute for one year of the required experience.

SPECIAL REQUIREMENTS (AGE, LICENSURE, REGULATION, ETC.):

Must be admitted to practice law and in good standing in the Commonwealth of Kentucky OR comply with Kentucky Supreme Court Rule (SCR) 2.111 (limited certification of admission to practice), SCR 2.112 (attorney participants in defender or legal services programs), SCR 2.117 (practice pending admission). Must maintain any required licensure(s), certification(s), or other credentials for the length of employment in this job classification. Employing agency is responsible for ensuring employee possesses and maintains required licensure(s), certification(s), or other credentials.
Working Conditions
Duties are performed primarily in both office and courtroom settings. Travel is required.
Probationary Period
This job has an initial and promotional probationary period of 6 months, except as provided in KRS 18A.111.
