Position Summary & Responsibilities



Position Summary:




The Kansas Department for Aging and Disability Services (KDADS) is seeking a highly motivated Project Manager to lead implementation of the Kansas Strategic Prevention Framework-Partnerships for Success for States (SPF-PFS) grant. This position plays a vital role in advancing substance use prevention efforts across the state by overseeing grant activities, coordinating statewide partnerships, ensuring program compliance, and supporting system-level changes that improve prevention outcomes.


The Project Manager will work under the supervision of the Prevention Program Manager and collaborate with sub-recipients, contracted providers, and stakeholders at state, county, and community levels.


In addition, they perform the following tasks:

Manage and oversee SPF-PFS grant implementation across Kansas. Monitor contracts, budgets, fiscal reports, and program compliance with state and federal requirements. Review and provide feedback on grantee work plans, budgets, deliverables, and progress reports. Coordinate training, technical assistance, and stakeholder engagement activities. Draft reports, application narratives, and communications to SAMHSA and partners. Support program development, special projects, and cross-agency initiatives.

Job Responsibilities may include but are not limited to the following:



Program Compliance and Improvement




Compile and prepare agreements for the KDADS concurrence process. Track and aid the approval process of agreements. Compile, review and provide feedback for all Kansas Strategic Prevention Framework-Partnerships for Success for States (SPF-PFS) grant and contract budgets, budget revisions and monthly fiscal invoices. Monitor monthly finance reports for agreements and provide feedback for fiscal planning. Monitor grantee and contractor programmatic reporting, and compile and distribute reports. Works in cooperation with the Prevention Program Manager to ensure that all prevention activities carried out by contractors, grantees, and vendors is in compliance with agency policies as well as state and federal laws. Assist in monitoring and providing oversight to discretionary prevention grants and contracts.

Program Coordination and Development




Work with Prevention Program Manager and other staff to establish operating procedures, objectives, and goals for Kansas Strategic Prevention Framework-Partnerships for Success for States (SPF-PFS) grant and Prevention program. Respond to requests for technical assistance and other inquiries from contractors and sub-recipients. Review and approve provider grantee work plans. Review and ensure monthly progress toward deliverables. Write reports and application narratives as assigned. Support special projects, committees, and workgroups as assigned.


Completes special projects and performs other duties as assigned including but not limited to ensuring the agency is adequately staffed during and immediately following natural and/or manmade disasters, infectious disease outbreaks, and/or acts of terrorism. Assists other employees in the work unit in accomplishing assignments as necessary, included but not limited to grant writing.

Qualifications



The Ideal Candidate

:

Bring proven project/program management expertise in prevention, behavioral health, or public health. Demonstrate excellent written and verbal communication skills. Build strong relationships and collaborate effectively with partners. Show commitment to continuously improving prevention systems statewide. Be detail-oriented and skilled at program oversight, reporting, and evaluation. Bring creativity, consistency, and initiative to managing prevention programs.

Minimum Requirement:



Four years' experience in Social Work Public/Health Administration, Substance Abuse, or a related Behavioral Health field. At least one year of project or program management experience in planning, implementing, and monitoring initiatives relevant to behavioral health, prevention, or public health. Strong organizational and reporting skills with ability to manage multiple priorities. Ability to travel in state and out of state.

Preferred:



Six years' experience in a related field. Multi-year experience leading complex prevention or behavioral health programs. Demonstrated success managing federal or state grants.
