Residency is defined as the place where one's primary residence is located. The boundaries for Leavenworth County employees incorporate adjacent counties to include: Wyandotte, Johnson, Douglas, Jefferson, and Atchison Counties in Kansas and Platte County, Missouri. SCOPE
Serves as the special projects crewman II in helping the Special Projects supervisor in managing and monitoring specialty construction and maintenance programs and projects for Public Works as it relates to key infrastructure such as road construction, bridge construction and inspection, water crossings, box culvert replacement and inspection, major waterways maintenance. Assists the Road & Bridge Maintenance Supervisors in their absence. Candidate will be capable of operating heavy equipment available to the County Shop to include but may not be limited to dump truck, loader, tractor, small broom, grader, scraper, roller, excavator, dozer, chip spreader, oil distributor, paver and be capable of flagging and utility locates. Must display a high level of leadership characteristics to include communication, organization, and collaboration, while maintaining task completion, safety and training.
PERCENTAGE OF TIME ACCOUNTABILITIES
50% -Operates heavy equipment and vehicles to include dump truck, loader, tractor, small broom, grader, scraper, roller, excavator, dozer, chip spreader, oil distributor, paver and be capable of flagging and utility locates, ect. for the purposes of surface maintenance, infrastructure maintenance and replacement, and other related roadway maintenance operations within the road right-of-way.
15% - Manages major construction construction/surface water systems of large infrastructure (bridges, box culverts, stream crossings, etc.) maintenance services for department, prepares documentation and provides procedures for Public Works projects.
10% - Reports and managing tasks, personnel hours, and process and procedure related to the roadway maintenance operations.
10% - Ice and snow clearing and removal activities.
KNOWLEDGE AND SKILLS:

12. Skill in collaborating with engineers for the process, means, and methods of construction and maintenance of roads and critical infrastructure.
HUMAN RELATIONS
Candidate will be capable of discussions with the special projects supervisor on any new tasks or instructions for daily duties. Develops and proposes any changes or revisions in crewman's work, mentors and trains them of proper work procedures, and discusses assignments and location on a weekly basis. Provides direction and mentors crew members in daily duties. Informs citizens of progress and logs or directs complaints to the Supervisor or Public Works leadership. Responds to citizen inquiries as assigned by the Supervisor or Public Works leadership.
ILLUSTRATIVE TASKS

Interprets and explains plans, special provisions and specifications to work force.
Assists in coordinating relocation work with utility companies, railroads, and other agencies to eliminate conflicts during construction and critical infrastructure maintenance tasks.
Manages construction/maintenance in the inspection of materials and constructions means/methods for quality control and assurance, and certifies conformance.
Manages construction/critical infrastructure maintenance progress, paying particular attention to any potential problems, i.e. changes in site conditions, overruns, and discusses problems with Superintendent to arrive at solutions.
Monitors all construction projects to insure the safety of job personnel and the general public, including pedestrians and vehicular traffic.
Directs the work of staff in the performance of reconstruction/maintenance projects, work assignments, equipment performance, etc.
Subject to call back for emergencies (i.e. flooding, ice & snow control/storms).
Recommends employees promotions, merit increases, training, etc. and provides annual performance reviews to the department leadership for consideration. Discusses personnel issues with the Superintendent and department leadership for proper protocols and documentation as required by department and county standards.
Serves as consultant for inspection of critical infrastructure and waterway investigations. Formulates alternative construction and maintenance methods.
Sits in on interviews conducted by department leadership in order to provide an evaluation and recommendation of hire for consideration.
Directs investigations in employee related accidents.
Acts as liaison to county citizens regarding requests for service or complaints, right-of-way critical infrastructure failure/flooding, inspections, etc.
Works with department leadership and engineers concerning maintenance and construction projects.
MINIMUM QUALIFICATIONS
Must have a minimum of 7 years' experience in road and bridge construction and inspection with maintenance process and protocols experience. Must have documented growth in construction project management, leadership, and managerial duties. Must possess a minimum of a Class A Commercial Driver's License with endorsements or ability to obtain within 90 days. Must pass a pre-employment physical and be capable of lifting in excess of 50 pounds. Must meet requirements outlined in Knowledge and Skills section marked with an *.
ENVIRONMENTAL DEMANDS
Work is performed around heavy construction equipment capable of causing death or dismemberment. Work is performed entirely outside with exposure to all elements and extreme weather conditions (i.e. insects, snakes, poison ivy, inclement weather conditions, etc). Heavy lifting is required to perform some tasks. Tasks related to snow removal operations which included physical exertion occurs in cold temperature extremes.
ADA/PHYSICAL DEMANDS
Must be adequate for driving passenger cars, inspecting roads, and reading/writing reports.
Must be adequate for normal conversation and for telephone communications with subordinates and the public.
Must be able to speak English clearly to give instructions to subordinates, convey ideas to supervisor and provide information to the public.
20% of the time - required for various construction and maintenance projects, i.e. culvert repairs, road inspections, etc.
20% of the time - walking on maintenance projects to inspect work, i.e. pot hole patching, ditching, etc.
60% of the time - while driving vehicle, attending meetings, and at desk.
50 pounds - sometimes assists in lifting materials or small tools.
20 pounds - sometimes pushing materials on maintenance projects.
Some climbing to inspect culverts, bridges, steep ditches, etc.
Some stooping/kneeling for bridge and culvert inspections and to examine road surfaces and right-of-way condition.
Required on most tasks.
