The City of Wilmington, a leading Delaware employer, provides the City's sanitation, recycling, street cleaning, water, and transportation services through the Department of Public Works. The Department provides a wide array of services, including once-a-week recycling and once-a-week residential solid waste collection, treatment and distribution of high-quality drinking water, collection, and treatment of sewage, stormwater management, sweeping of all City streets, street paving and repairs, maintenance of traffic signs and signals, line striping, rodent control, snow removal, and maintenance of the City fleet and City properties.



DUTIES AND RESPONSIBILITIES

The Special Projects Coordinator coordinates between different departments associated with the City and performs complex research and analysis to provide recommendations to the transportation division and the Department of Public Works. Responsible for developing, maintaining, upgrading, and utilizing GIS data associated with the City's Department of Public Works. Computerized database, and mapping work primarily focuses on traffic and transportation systems. Obtains, creates, and maintains additional data levels and layers as needed, such as traffic control devices, uniform traffic collision reports, traffic studies, on-street parking and loading-zone facilities, permits, curb-management requirements, street centerlines, streetscape projects, transit routes, sidewalks and curb ramps, street lighting, pavement markings, street closing, traffic conduits, utility mark-outs, general transportation infrastructure, topography, aerial and parcel mapping, and other such features. This individual reports to the Transportation Director. Additional responsibilities include:

Creates and updates traffic and transportation drawings, maps, site surveys, ordinances, work orders, and related information. Coordinates use of transportation engineering and mapping information with engineering consultants, DelDOT, WILMAPCO, and the general public. Works with consultants and vendors on GIS-related projects to upgrade existing information and add new information to Public Works drawings and geodatabases. Communicates by telephone and corresponds with the general public and other departments and agencies regarding a variety of transportation-related permit applications and renewals. Regularly works in and around traffic performing field surveys and site-visits. Generates display materials and ordinance creation for council meetings. Assist the Director of Transportation and Transportation Engineer to support new and ongoing projects. Assist supervisors with fiscal budgeting requirements and inventory procurement. Maintains handicapped permit application process and signage for constituents. Performs all related work as assigned.
EDUCATION AND EXPERIENCE

Graduation from an accredited college or university, preferably with an Associate's Degree in Engineering, or a Bachelor's Degree in Science or related area, with relevant experience in GIS (Geographic Information System) mapping, or any equivalent combination of engineering and technical training which provides the required knowledge, skills, and abilities.

Knowledge: Thorough knowledge of the principles, methods and practices of GIS in the area of civil and transportation engineering. Considerable knowledge of computer-aided engineering tools on ArcGIS, ESRI, City works, MUNIS and familiarity with police reports, spreadsheets, databases, office software, computerized work orders, transportation utility mark-out software, and so forth. Skills: Excellent communication skills (written and oral). Abilities: Ability to work in the field and in the office to read, interpret, and draft engineer plans, specifications, and other information needed for intersection drawings, traffic ordinances and transportation studies. Ability to work in a manner conducive to effective performance and high morale. Ability to establish and maintain good and effective relationships with the public, elected officials, tradesmen, engineers, and fellow co-workers. Licenses: Possess and maintain a valid driver's license with a good driving record.
CANDIDATE EVALUATION

WORKING CONDITIONS AND PHYSICAL REQUIREMENTS

All selected applicants must pass a criminal background investigation and a pre-employment physical.

Physical Requirements: Must be physically able to lift or move items/objects weighing no more than 25 pounds. Occasionally required to bend, stoop, kneel, and move or carry equipment Vision: Specific vision abilities required by this job include close vision and the ability to adjust focus as necessary. This requires the ability to see close up and work on computer or handheld technical devices. Working Conditions: Frequently required to sit and use hands and fingers to operate objects and reach with hands and arms. Required to walk, talk, or hear. Noise levels will vary from relatively quiet to moderately loud. Conducts field surveys outdoors in all types of weather and around traffic Location and Schedule: Primary work location is at the City/County Building, 800 N French Street, Wilmington, DE 19801. As well as in the field. Work hours are Monday through Friday, 8:30 a.m. to 4:30 p.m., or based on business needs.

Compensation encompasses both salary administration and a comprehensive benefit package:

Salary Administration: New employees are hired at the starting salary up to the median salary/ step four based on qualifications and internal equity within the classification.
