This recruitment is for multiple positions within the Department of Health and Human Services, Adult Protective Services section, Aging & Disability Services. Positions may be Full-Time, Part-time, Merit, Temporary, Term, and/or Grant Funded. The term positions may be used to assist Adult Protective Services in providing uninterrupted services. Social Worker III employees provide a wide variety of services to a culturally and linguistically diverse population of older adults, adults with disabilities and families involved with Adult Protective Services to develop and implement service agreements that strengthen individuals and families and reduce the risk of adult maltreatment.

The Following Units within Adult Services: Assessment, Adult Protective Services, and Care Management provide these services:

Adult Public Guardianship: The Adult Public Guardianship program exists to safeguard the welfare of persons with disabilities. Public guardianship is a legal procedure in which the court determines if a person\'s ability to make health and safety decisions for themselves is significantly impaired by disease, accident, or disability. If so, the court will appoint a guardian to act as a substitute decision-maker. Public guardianship in Maryland is administered by local Departments of Social Services for those aged 18-64, and the Department of Aging for those aged 65+. Public guardianship is a situation of last resort, when there are no family members, friends and loved ones to serve in this capacity.

The Adult Foster Care Program: Is a voluntary program that provides supportive housing to adults with disabilities and frail elders in locally certified family homes, pursuant to Title 07 Department of Human Resources, or in small, assisted living homes that are licensed under the Department of Mental Hygiene (DHMH, OHCQ).

Adult Protective Services (APS): This program serves persons aged 18 and over who lack the physical or mental capacity to provide for their daily needs. The purpose of the program is to prevent or remedy the abuse, neglect, self-neglect, or exploitation of adults who are unable to protect their own interests and are at risk of immediate harm to their own person or to others. The program provides professional services to protect the health, safety, and welfare of endangered, vulnerable adults.

Adult Services Intake: Receive, and screen calls regarding abuse, neglect and financial exploitation of frail elderly persons and adults with disabilities then determines if an APS intervention is needed.

Home Care Services: The purpose of Home Care Services is to complement other social services programs by In-Home Aide Services to prevent or reduce the length of institutional placement, prevent or remedy abuse, neglect, self-neglect, or exploitation.

Social Services to Adults SSTA: Provides assistance to adults with limited capacities seeking to remain or become self-supporting and self-sufficient; it seeks to prevent abuse, neglect or exploitation; and it reduces unnecessary institutionalization or secures appropriate institutional care when necessary.

employees will evaluate/ license/monitor/assist foster families; maintain accurate files; prepare reports and service agreements; testify in court; collaborate with multiple service providers; liaison with professional and community resources such as hospitals, law enforcement, nursing homes, public safety programs, schools, medical professionals, and other providers. Assigned workload will be more difficult cases requiring application of highly developed casework skills. Employees may be responsible for supervision of staff. This work may involve occasional exposure to some risk of aggressive or unpredictable behavior by clients.

These positions require the ability to attend meetings or perform work at locations outside the office. Employees will need to operate a motor vehicle to transport clients, supplies, and equipment as appropriate.

Bilingual applicants in the Spanish/English languages are encouraged to apply. If the candidate selected for this position possesses multilingual skills, he/she will be required to successfully pass an examination assessing oral communication, reading comprehension, and interpreting skills. For Advanced proficiency, the candidate must also pass an examination requiring translating text from Spanish to English and vice versa.

Selected candidates for this position will be subject to a pre-employment medical exam, drug and alcohol screening and a criminal history records check through the Maryland State Department of Public Safety and Correctional Services. Candidates will also be checked through the Maryland Registry for Child Abuse and Neglect and federal and state sex offender registries. Any applicant who fails the medical exam, background check or whose name appears on either of the registries may be disqualified from employment for this position.

Minimum Qualifications

Minimum Qualifications:

Education: Possession of a Masters Degree in Social Work (MSW) from an accredited college or university that meets the criteria of graduate social work program accredited by the Council on Social Work Education

Experience: Two (2) years of professional experience rendering social work services.

Equivalency: See Maryland Board requirements.

License:

  • Must be licensed as a Licensed Certified Social Worker/Clinical (LCSW-C) by the Maryland State Board of Social Work Examiners prior to appointment. Note: There will be no substitutions for this requirement.
  • Possession and maintenance at all times of a valid Class C (or equivalent) driver\'s license from the applicant\'s state of residence when required for job-related duties.
