Why does the job exist?



The Policy Program Development Bureau (PPDB) supports the Income Support Division (ISD) and external partners through policy, program development, and process guidance. Our mission is to uphold program integrity and deliver exceptional customer service. We prioritize the needs of both internal and external stakeholders, ensuring field staff have the tools to administer programs accurately and efficiently.



This position will work in the Policy and Program Development Bureau under the direction of the Special SNAP Program Manager.



The Senior Social Services Coordinator will:



Provide timely and accurate information to the field office staff so that the field staff may facilitate access to HCA programs and services that assist low income and disabled individuals;



Assist the Department in remaining current with Federal and State law by researching and implementing rules through completing the Rule Promulgation process;



Provide policy support to the field office staff and providing support to other Bureau's and other central office staff to ensure all assignments are completed timely and accurately;



Actively participate in Discovery meetings to facilitate changes into the eligibility system, ASPEN; including User Acceptance Testing (UAT);



Work closely with the Training Bureau to ensure that any policy change/update is correctly and timely provided to the field staff;



Participate in various activities/projects with other bureaus to provide policy support and;



Be involved with the development of reporting requirements and will assist in monitoring compliance.



How does it get done?



The Senior Social Services Coordinator is responsible for:



Distributing policy information to the field by developing General Information Memorandums (GI), Manual Revision (MR) notices, Interim Policy and Procedures (IPP), Memos, etc;



Assisting in researching and analyzing legislative bills for any impact to the programs we administer. Monitor federal and state legislative activity, researching and interpreting federal and state laws, and translating law into NMAC;



Continuous research and review of new Code of Federal Regulations policies and work as a team to ensure that the field staff, NMAC and ASPEN are updated to correctly administer correct SNAP benefits;



Assisting with researching and applying for waivers of regulations that will positively impact the department and our customers to include, analyzing data to ensure compliance with waiver requirements;



Actively participate in UAT to ensure that program and policy changes are programmed into ASPEN correctly;



Collaborating with other lSD Bureaus to synchronize services and reporting and;



Writing detailed fair hearing final decisions based on review of evidence and testimony presented at the hearing and the recommendation from the Administrative Hearing Officer, while ensuring that decisions are in compliance with statute, NMAC and the code of federal regulations.

Minimum Qualification



Associate's Degree in Social Work, Psychology, Guidance and Counseling, Education, Sociology, Criminal Justice, Criminology, Family Studies/Services, Social Sciences, or Human Services and one (1) year of experience as a social work assistant and/or in social or community coordination, working with communities, working on health or social service related matters, social work/case management experience, and/or behavioral health care. Any combination of education from an accredited college or university in a related field and/or direct experience in this occupation totaling three (3) years may substitute for the required education and experience.

Employment Requirements



Must possess and maintain a valid Driver's License.



Must obtain a Defensive Driving Certificate.



Employment is subject to a pre-employment criminal history background investigation and is conditional pending results.

Working Conditions



Work is performed in an office setting:

late hours and weekends work may be required. Will be exposed to regular periods of video display terminal and keyboard usage and stressful situations. Travel may be required. Incumbent will work under stress and frequent time constraints. Must have own mode of transportation. Incumbent may be required to furnish a personal vehicle for carrying out assignments.
